Conflict And Adaptation:The Problems Of The Rural Minimum Living Security System Implementation

Along with the further social transformation and urbanization,The polarization phenomenon of the farmers’ income become more and more serious, the problem of "agriculture, rural areas and farmers" has become the focus of social attention, also will become the next stage in our country is the key point of economic development and social stability. At present, the increasing economic gap between urban and rural areas, rural per capital income gap is widening, and become a part of vulnerable groups social structure adjustment and economic environment, cultural change, etc. Since 2007, the state council put forward across the country the establishment of rural minimum living security system(hereinafter referred to as the "rural subsistence allowances system") began to made a lot of gratifying achievements, but also faced with lack of security standard, system implementation of poor recognition and unfair phenomenon exists generally, lack of supervision mechanism, policy execution subject vacancy and deficiency, and other problems. These problems seriously affect the scientific implementation system of rural residents, and effective work.How many conflicts arising from the adjustment system of rural residents, play to the system of rural residents to maintain the level of basic survival ability, rural extreme poverty group is reality problem worth researching.Based on the questionnaire to TY county in Henan province and a series of interviews to understand the implementation of the system of rural residents appeared many problems and difficulties, use of conflict theory summarizes the existence of the public power between the subject and low income group, low-income groups and low-income groups conflict with the three aspects of all members of society. Summed up the three aspects of the conflict, influence factors, the type and form of expression by conflict and adaptation theory model, to explore the root causes of conflict, in three aspects: the disposal at home and abroad for reference, the problems related to the experiences and lessons, puts forward the construction of four mechanisms paradigm, namely social justice mechanism, the social supervision mechanism, social inclusion and social mediation mechanism. Social justice mechanism adjustment policy makers and the conflict between the groups of low, social security mechanism adjustment policy practitioners and the conflict between the groups of low, social supervision mechanism to adjust rural power group and should get the conflict between the groups of low, adjusting the conflict between the groups of low social mediation mechanism, social inclusion mechanism to adjust all low-income groups and conflict between social members, through comprehensive, dynamic mechanism construction in order to provide benefits for rural subsistence allowances system implementation.
