Why the phenomenon of "Relationship Guarantee" and other policy flexibility are so common during the implement of rural minimum living security policy? What is the effect on rural social fairness of the phenomenon, and how should we evaluate policy alternative phenomenon? Academic circles have different perspectives and draw various conclusions toward this phenomenon. This study, using semi-structured interview method to collect data in Hong villege, Gansu province, carrys out empirical research and answers the two questions above through analyzing the specific case of policy flexibility.This study argues the reason of unprohibition of policy flexibility is that flexibility is embedded in the informal institution. Informal institution is packaging in the form of formal system, so it beyonds the formal and plays a crucial role in rural society. The conclusion of this paper is that informal institution, such as social network of clan and fair concept, leads to the policy flexible in countryside.Previous studies suggest that policy flexibility is the results of following effects, such as incompletion of the policy, the process of implement and the environmental factors relating to policy practice, and the main framework involved to explain flexibility contains the principal-agent theory, governance theory and the theory of rural social structure. This study chooses another analysis tool-the informal institution-to explain policy flexibility, using the framework of new institutionalism to meassure legitimacy and efficiency dimensions on informal institution in order to see how informal instituion is packed as formal instituion.
