Research On The Internet-based All-people Interconnection And Rescue Service System Of Earthquake Disaster

Frequent natural disasters,especially earthquake disasters,frequently harass many areas of our country,resulting in huge loss of lives and property.Therefore,the relief work of earthquake disaster victims is vitally significant for ensuring the safety of people's lives.Earthquake disaster relief is the primary task of earthquake relief work,so how to take timely and efficient disaster relief action is particularly important.The success of disaster relief operations directly affects the effectiveness of the whole earthquake relief operations,more directly related to the lives of the victims of the disaster.As a result,whether the rescue efficiency of people and the success rate of disaster victims can be improved reflect the effectiveness of the earthquake relief model or system.The efficient application of earthquake disaster relief mode and system has become one of the most important prerequisites to improve the success rate of earthquake disaster relief.Therefore,the focus of this paper is on the rescue of the lives of people affected by earthquakes,focusing on the safety of earthquake victims,not on earthquake prevention and post-disaster reconstruction as the object of study.Around this problem,this paper mainly has the following aspects of research findings:First of all,according to the actual needs of the earthquake site,and via research and interviews and expert consultations,the paper sums up the most important six demands which the earthquake victims are required to ensure them and others can get timely aids : emergency medical care,instant messaging,mobile networks,location and navigation,disaster information and relocation.According to the investigation,starting from the actual situation,the current social supply can only basically meet the needs of emergency medical care,resettlement and another special need-voluntary assistance,and yet these needs can not be fully satisfied.The supply of instant communication,mobile network,positioning and navigation,disaster information and other needs is even worse,has not yet met the actual needs.Secondly,through the case reduction of five typical rescue scenarios when the earthquake occurred,it is found that the key point to improve the rescue efficiency isto deeper bring the Internet into the whole rescue process.After deeply analyzing the drawbacks in the situation of demand,supply and typical relief,It is found that there are some problems in the traditional relief mode during earthquake disaster,such as unbalanced demand and supply,imperfect allocation of medical resources,backward traditional technical means,the failure of effective use of the big data and the unsound legal system of Internet rescue,etc.Finally,in view of the disadvantages of the traditional rescue mode and the great correlation between the Internet and earthquake disaster relief,this paper proposes a new rescue system the Internet-based all-people interconnecting rescue service system for earthquake disaster,and analyses it from the procedure and the main body of the system.By using the new rescue system to simulate and analyze the typical rescue scenarios of earthquake disaster,this paper states that the system has great advantages.And in order to ensure the landing and normal operation of the rescue service system,the author thinks that it is necessary to strengthen the management from these three aspects: the operation guarantee system,the investment management strategy and the daily maintenance countermeasure.
