Research On The Problems And Countermeasures Of China Administrative Accountability System

The 18 th National Congress of CPC in 2012 is a significant meeting at the crucial stage of China’s reform and development, which also launched a new accountability storm in our country. According to statistics, there were 21,464 people have been punished during the national total accountability in 2013, 55 of which were provincial and ministerial level cadres since the 18 th National Congress of CPC, the width and efforts of accountability was unprecedented.The Fourth Plenary Session of the 18 th CPC Central Committee this year deploy the advancement the rule of law comprehensively as a special subject, "according to limit rights, accountability law and the rule of law greed" would become an inevitable trend, and would protect the earlier results of anti-corruption in system.These are fully demonstrates that the concept of the Chinese government be responsible for the people, the determination of modern administrative accountability advancement. Establish and imply the administrative accountability system is helpful for transformation of government functions, improving the administrative level according to law and shaping the people responsible government.Administrative accountability system originated in modern Western countries, it was the reflection of the "administrative responsibility" principle and western nation-building responsi bilities embodied in the form of government.In China, with the concerns of the community in recent years, the concept of responsible government gradually understood by people, which pr omote responsible and service-oriented government building fiercely.However, China’s Admi nistrative Accountability System is still in its infancy, there are still many problems to be solv ed, we need to continue to explore and improve. Based on the United States as the representati ve of the Western countries and China’s administrative accountability system depth and syste matic comparative study, this paper summarized the contents and characteristics of the two co untries respectively, analyzed the problem of our administrative accountability system faced, and would be meaningful for the building and improvement of China’s administrative account ability system at a certain level.This paper was divided into five parts. The first part introduced the background and signi ficance of accountability research, described current research state and then discussed the rese arch methods used; the second part was the introduction of administrative accountability theor y, this section described its constituent elements and theoretical basis from the concept of adm inistrative accountability and connotation perspective in detail; The third part was more detail ed description of administrative accountability systems in China and the United States, including background and the main content and features of the administrative accountability system s, and analyzed the typical cases of administrative accountability system; the fourth part analy zed the main problems of administrative accountability system in China, compared to US adm inistrative accountability and summarized lessons and inspiration learned; Finally, this paper a ttempted to discuss the suggestion for improvement of administrative accountability system, t o explore the paths and methods of administrative accountability for effective operation, accor ding earlier analysis and discussion, which included: the legislative process promotion of adm inistrative accountability, responsibility definition of the administrative accountability system,construction of new administrative accountability culture, improvement of the supporting me chanism of administrative accountability system and so on.
