A solution to the fund difficulty in the economical affordable housing field gave rise to the research of common property right institution of indemnificatory housing in China. With increasing of the number of pilot cities and expansion of pilot area, the common property right institution of indemnificatory housing has made a substantial effect and obtained affirmation either in theory or practice on overcoming financing predicament of housing security area. Herby, the common property right institution of indemnificatory housing can be generalized as a universal regime. As the provincial practice of the institution is operating vigorously, the public rental housing of Chongqing has met a dilemma of capital bottlenecks. If there were no way to broaden funding path, the public project would be stranded. Therefore, reforming the existing operating mechanism, introducing the common property right institution of indemnificatory housing can realize the justice of rights and obligations and the change of property right and income distribution between co-owners through the clear property right proportion arrangement, thus broaden sources of income and reduce the repair cost, encourage social participation effect, finally promote the sustainable development of the institution, which is the logical staring point and foothold of this paper.The study on the common property right institution of indemnificatory housing in the public rental housing project of Chongqing cannot go far without a mature logical train of thought: the proposition and current situation of the common property right institution realistic predicament of Chongqing public rental housingâ†'the feasibility analysis of introducing the common property right institution into the project of Chongqingâ†'construction idea and methods of establishing the common property right institution in Chongqing’s project. First of all, through carrying out a research on the common property right institution, an availability argumentation will be reached that this institution can effectively solve the fund dilemma of security housing; second, reveal the short-term finance is the realistic predicament and institutional crux of Chongqing’s project; third, based on the pragmatically of the common property right institution in solving financing dilemma, expound that introduction of the institution into Chongqing’s project is the optimal choice; fourth, mature institution construction needs the guidance of basic principle. Under the guidance of fairness, efficiency and sustainable development, the construction idea become clear of establishing the common property right institution in Chongqing’s project; finally, on the basis of clear thought, through threading operation procedure of the institution, establish the common property right institution for Chongqing’s public rental housing project and optimize its institutional connotation.This paper mainly contains five sections besides the introduction and conclusion:Part I: The proposition and current situation of the common property right institution of the indemnificatory housing. This part is to demonstrate the implementation status of property right system on solving the fund difficulty by introducing the origin and present situation of it.Part II: The realistic predicament of Chongqing public rental housing. Firstly, on the basis of the premise of the system, point out that the fund difficulty is on of the realistic predicaments of Chongqing public rental housing. Secondly, analyze the root of the fund difficulty of the Chongqing public rental housing comprehensively on three aspects: big input in the early period, low profit in the mid period and huge burden in the late period.Part III: The feasibility analysis of the construction of the common property right institution in the project of Chongqing public housing. This part mainly introduces the value and necessity of the application of the system to solve the fund difficulty in Chongqing public housing. Further, the system can not only supply sufficient fund guarantee in rent, capital and premium of the property, but also reduce the burden of government in public housing maintenance, management and so on. At the same time, it can also clarify the proportion of the property in the parties, and thus stimulate the participation of social capital.Part IV: Construction idea and methods of establishing the common property right institution in Chongqing’s project. The application of the common property right institution of the indemnificatory housing must be guided by basic principles of order, efficiency and sustainable development. And by way of it, clear the idea and method of the construction of the system to establish the operation mode of it.Part V: Construction of establishing the common property right institution in Chongqing’s project. On the basis of the system operation idea and mode of “Admittance-Hold-Exit”, the common property right institution of indemnificatory housing includes admittance mechanism, hold mechanism and exit mechanism. In the admittance mechanism, we must perfect the factor and the program so as to strengthen the effectiveness of subject qualification audit. In the hold mechanism, the improvement of the construction of price model and the division of the proportion of the property solves the precondition of holding of the property right; the improvement of the initial distribution stage and the rules of property adjustment achieves the dynamic mechanism of property right change. And in the exit mechanism, the construction of active exit and forced exit mechanism improves the system of circulation mechanism, realizes the income equitable distribution and curbs the rent-seeking.
