A Study On Political Value Duality Of Network Technology

Although technologies, especially revolutionary technologies that lead to social changes, greatly promote social development, the realization or realization degree of their positive value is affected by other factors in the social environment where the technology is applied. It has been a major focus in the domain of philosophy of science and technology as to how to adjust these obstructive factors, give the fullest play to the positive value and minimize the negative value of network technology.As the most typical revolutionary technology at present, network is also challenged with the problems above. For this reason, this paper, on the basis of existing research findings at home and abroad, adopts empirical analysis and logic analysis to explore the political value duality of network technology in accordance with the relational theories of science, technology and society. This paper introduces general theories on political value duality of network technology based on interpretations of the generation and development of network technology, its application in the political domain and philosophical connotation. Then it makes an empirical analysis of network group events and discusses the positive value of network technology in driving government function transformation, developing political participation means and improving government management and governance level, combined with the negative value in accelerating political rumor spread, damaging government credibility and disrupting judicial procedures. Finally, this paper conducts in-depth analysis on how objective factors, subjective factors and application realm in the social environment influence political value duality of network technology, studies the plight for network technology to be applied to political development, and on this basis and in line with the practice during the political ecology transformation period in China, tentatively proposes strategies for application of network technology to political development including accelerating information construction, improving the publicity of government affairs, promoting the communication between the government and the public, collecting public opinions on network, introducing government decision-making, be supervised by netizens for self-improvement, making reforms on traditional government management system, constructing early warning mechanism, actively guiding network-based public opinion, making efforts on technology research and development, speeding up network monitoring system update, strengthening network ethics and legal construction, and enhancing self-discipline consciousness among netizens so as to fully realize the positive value of network technology in political development.
