Study On Preventive Mechanism Of Network Group Events

Network group events are a special form of group events. Although networkgroup events originated in the virtual space, but if not timely correct guidance, it isvery easy to cause the crisis of public opinion, and even the evolution of events forthe group of reality, resulting in a series of social problems. In recent years, withthe rapid development of China’s Internet, the number of Internet users increasesrapidly, the net citizen participation awareness is enhanced, the network groupevents gradually showing a warming trend. Studying on our country’s currentpreventive mechanism of network group events and analyzing the existingproblems and their causes has a great theoretical and application value, it is notonly conducive to promote harmonious network environment, but also conduciveto build a harmonious society.Under the present political system, network group event is a "double-edgedsword". On the one hand, the network group events to test the credibility of thegovernment, but also a test of the legitimacy and rationality of administrative actand administrative policy, if not handled properly, will bring about the negativepublic opinion crisis to the government. On the other hand, our country has notformed effective supervision from bottom to top, the network group events as animportant supplement to political democracy, can play the supervision role to acertain extent, promote the development of China’s democratic politics.Both in theory and practice, preventive study on mechanism of network groupevents in China are relatively weak. This paper attempts to analyze the existingproblems of prevention mechanism, and then find out effective measures toimprove the prevention mechanism of network group events.Construction of preventive mechanism of network group events is a long-term,complex, systems engineering. Only by integrating all aspects of social interests, reducing unstable factors from the source, can fundamentally to prevent oreliminate the events. In order to comprehensively, systematically avoid risk ofnetwork and prevent the network group events, we need to take the followingcountermeasures: strengthen the bad network information early warning andprevention and control measures, strengthen the government informationdisclosure transparency, broaden people’s interests demand channels, strengthennetwork legal propaganda and education, enhance the net citizen cultural literacy,human rights and the rule of law concept, guide net citizen reasoning, civilized,objectively to express their views on the network platform, create a green networkenvironment and eliminate the network worm.
