Research On The Problems And Countermeasures Of Government Safety Supervision Of Shipboard Dangerous Goods

In recent years,Rizhao has become an important center for the distribution of dangerous goods on ships.There are many links involved in the safe transport of dangerous goods on ships,and the traditional management mode of the competent departments,the dangerous goods ports,ships and other units cannot meet the requirements of the rapid growth of the safe transport of dangerous goods on ships.Believed in this paper,the influence the ship carrying dangerous goods transportation safety of government planning,maritime sector supervision,transportation,regulatory status was analyzed,on the basis of the theory of risk management,find out the Rizhao ship dangerous goods safety regulation in the government planning,dangerous cargo terminal regulation,Marine supervision,supervision of goods,from personnel of course of the problems existing in the management and emergency management,it is concluded that the cause of problem is mainly because the government planning ability insufficiency,the government regulatory functions and departments did not form a regulation together,regulatory information level lack,and imperfect laws and regulations.Using the theory of government supervision,this paper puts forward the countermeasures to solve the problems in the safety supervision of Rizhao ship dangerous goods from five aspects,such as giving full play to the guiding function of government planning,enhancing the supervision level of maritime departments,giving full play to the efficiency of joint supervision,increasing government subsidies and further improving the legal system.
