Performance evaluation is an important part of performance management, and it is also an important task of modern government administration. Government performance evaluation is the government itself or other social organizations in various ways for the government decision-making and management behavior arising political, economic, cultural, environmental,other short-term and long-term impact and effect analysis, comparison, evaluation and measurement. Assess the performance of the government is an important system and effective way to standardize administrative practices, improve administrative efficiency. Now China is paying more attention to the committed and above municipal government performance evaluation, but the county and other local government is not particularly paying attention to. Government at the county level in the integration of city and the countryside, the position is very special, How to make the county government performance evaluation work continuously development, constantly improve, and become more scientific, institutionalized, is an important task now. Take Shangli for example,by studying the performance evaluation for local government, this paper puts forward some valuable ideas to make performance evaluation more complete, fair, objective and help it to play a more active role in harmonious development of economic society.Therefore, this essay selects a county government as the object of study,aiming at searching the problems existing in the performance evaluation process of a county government, and providing several pertinent suggestions.It is hoped that by the advice, the social management efficiency of the county governments can be improved; meanwhile a contribution can be made to the establishment of a service-oriented government and a harmonious society.This paper uses research methods which are combined with investigation method, literature research method as well as case-study method.This essay first introduces the purpose 、 background and significance of the county government performance evaluation; the second part defines the related concepts of it; Third, the performance evaluation of a county has the current situation, the existing problems and the effective factors in its operation. Forth, the essay presents the practical experience of the governments’ performance evaluation systems both home and abroad;Fifth, the general thinking, principles to be observed and suggestions in detail are come up with, on the problems lying in the county governments; Last, the conclusion. According to aking some suggestions improves our county performance evaluation.
