The reform of the Party and nation institutions implemented in 2018 is a profound change in promoting the modernization of the state governance system and capacity.Under the background of the new round of government reform,how to realize the adjustment of government structure and the optimization of operation and management in the limited resources of administrative reform,and how to promote the establishment of local institutions and the overall coordination of allocation functions are the proper meaning of the work evaluation of government departments.As an important means of work evaluation of government departments,performance evaluation emerges under the background of government reform that reshapes the role of government,improves service quality,emphasizes customer supremacy and needs orientation.Although "service administration" has been greatly enriched and developed in a certain period of time,this result-oriented evaluation model has the deficiency of "internal government behavior" evaluation function.It has gradually been unable to meet the needs of the construction of service-oriented government and the reform of administrative system,and needs to be improved and perfected from a new research perspective.As an exploration of innovating the way of government management and strengthening the government’s self-construction,performance evaluation tries to bridge the shortcomings of performance evaluation,return to the "production" link of government performance,and obtain as much information as possible through the "internal process + external results" evaluation system,which is conducive to grasping the status quo of government performance and giving better play to the "evaluation results" as a baton.In the context of institutional reform,on the one hand,performance evaluation has a certain supporting role for the further progress of the reform of Party and government institutions;on the other hand,performance evaluation can also be further developed in the continuous optimization and application.This paper is divided into five parts.The first part explains and compares the meanings of two kinds of performance evaluation,and gives a brief overview of the theoretical basis of performance evaluation of county government;The second part is an empirical analysis of performance evaluation of county government in Z County of Shanxi province,taking four government departments in Z County as the research object,researching from the aspects of duty execution,organization situation and personnel performance,and pointing out the effectiveness of evaluation and the insufficiency of research;The third part undertakes the second part to analyze the current situation and dilemma of performance evaluation,and points out the experience that can be used for reference in the development of performance evaluation;The fourth part reconstructs the performance evaluation system,introducing the evaluation system of "internal process + external results" to break the evaluation dilemma and make an attempt to promote the establishment of a scientific evaluation system;The last part puts forward countermeasures and suggestions to promote the performance evaluation of county government from three levels: source,process and result.This paper mainly adopts the empirical analysis method,based on the performance evaluation of Z county work department in Shanxi Province,focusing on the factual expression and quantitative analysis of the object.In the research process,it follows the combination of theoretical analysis and empirical analysis,quantitative analysis and qualitative analysis,descriptive research and exploratory research.
