Performance refers to the act of work and activities of the main achievements or positive results. Performance Management was first used in enterprises. Since the1980s, it has been widely introduced into government administration. Performance management is the management of government from enterprise management and effective form of a product. Government Performance Assessment is the core of performance management. It is to improve the effectiveness of government management and enhance the quality of government services, a powerful tool. Government Performance Assessment is not only conducive to public scrutiny, and conducive to government departments to improve the targeted measures in order to promote administrative efficiency and the government to improve the productivity. In the late90s, the idea of performance evaluation after the introduction of our country, that is caused by the government departments at all levels.In recent years, China’s assessment of the performance of government departments have made great achievements, but there are still the main assessment of a single, imperfect evaluation system, the law does not sound a lot less, and so on. This article studies Inner Mongolia county government and investigates that how to perfect county government performance measurement. Firstly, this article introduces the basic concept, proposes theoretical basis of government performance measurement:Principal agent theory and Responsibility theory.This article makes clear to us the status, authority and affect of county government, as well as tell us why the performance measurement of county government is very important and the significance. Secondly, according to some typical cases and linking theory with Inner Mongolia county government practice, this article reconsiders achievement which happen to performance measurement in county government, but also exist problems.Thirdly, this article analyzes the reason that bring about problems in Inner Mongolia county government performance measurement by Questionnaire method and Interview method. Finally, this article proposes some strategies which can optimize county Inner Mongolia government performance measurement.The proposal made in the paper can not only shed light on the theories relevant to county government performance measurement, but also to the national autonomous areas county government performance assessment to have draw lessons from a meaning.
