Reconstruction On The Rural Grassroots Regime Of Chengdu By The Communist Party In The Early Years Of People’s Republic Of China

As the basic form of state power, the grass-roots organs of state power plays an imp ortant role in the socialist modernization. Its stability relates to the development of th e state, so it’s meaningful for us to research for the grass-roots organs of state power.A nytime,the grass-roots organs of state power is the key to ensure the political stability.O nly to root firmly,the state power can develop smoothly.Economic, political and social life translated from the old society to a new society, and lead to national political st ability.In that time,any adverse factors could form the threat of state power, in the earl y years of People’s Republic of China, especially from 1949 to 1954 years.And the fo unding of the reconstruction of grass root regime had been put on the schedule.The ab olition of the old system, planning of rural, democratic conference and people’s thought of democracy promotion, are the important measures in the aspect of urban grassroot s regime reconstruction in the early days of the nation.The reconstruction of the rural grass-roots regime in Chengdu City followed the pace of national policy. In the course o f it,we improved the exploration and linked the theory with practice which reflected lo cal characteristics.This article contains five parts.The first part contains the reason for the meaning o f the topic, the research methods, research status at home and abroad, the research me ntality and the frame.The second part introduces the historical background of the recon struction of the rural grass-roots regime in the early days of the founding of the city o f Chengdu. Compared with other regions of the country at the beginning of the liberation, the grass-roots organs of state power in Chengdu began later and more slowly. At the s ame time,in the influence of the national government,economy was backward and the price rose.People lived in destitution, and still had the pao-chia residual and various Ku omintang reactionary forces.The bandits collusion resulted in a great influence to people’ s life. Under this background, the reconstruction of grass root regime was of great urg ency.The third part mainly introduces the process of the reconstruction of rural grassro ots regime in Chengdu City in the early days. With the development of building of demo cracy, the abolition of pao-chia system,the clear of bandits hegemonism,rent areas, land r eform and other democratic reforms gained much success.With these reform measures, some questions happened had been resolved.Farmers Association, Farmers’ Representati ve Conference, People’s Representative Conference and the People’s Congress hold br ought the development of democratic system and the increasement of degree of demo cratization.The fourth part mainly introduced problems, solving measures, and the resul ts achieved in the process of rural area grass-roots political power reconstruction. The fifth part mainly introduced the characteristics of rural grassroots regime reconstructio n in Chengdu and showed the significance in that time which brought the meaning an d enlightenment to modern time of the current grass-roots political power construction of our country.This article reviews the process of the grass-roots organs of state power of Chengdu in rural areas from historical viewpoint in the early years of the new nation,and make the best use of the file data, so that we can know more of the reconstruction of grass root regime in early years of the new nation to show the history of the grass-roots organs of state power of Chengdu in rural areas in the early years of the new nation and research for the performance of the combination of theory with practice in the course of regime construction, so that we can get something meaningful from that history.
