The Governance And Management Of The Family Hotels In The Zengcheng District Of Guangzhou

The Zengcheng district of Guangzhou City is the gold corridor in the Pearl River Delta economic belt. It has a very rich ecological tourism resource and numerous cultural ecological resources. It has one National 4A-Class scenic area Baishuizai with domestic largest divide up to 428.5meters, and three national 3A-class tourist scenic spots:the He Xiangu scenic spots, the Xiaolou Renjia tourist scenic spot, and the Zengcheng square. Besides them, it also has a greenway which is the longest, the most beautiful, the most safety, and passes through the most scenic area green network in our nation.In order to make good use of his superior geographical environment, Zengcheng district party committee government formulates the Ten Thousand Hotels Plan to built 10,000 family hotels within 3 years.However, the family hotels of Zengcheng district are still in its infancy with low level and without a formal administration. And the fire hazard and the security hidden danger becomes the most prominent problem. The public security organ of Zengcheng district is now facing a great historical opportunity and challenge, at the beginning of the development, it need to find and solve the problems timely, and lays a solid foundation in the standardized management of family hotel in the future.In this paper the public security departments of the grass-roots public security organs, the integrated use of social transformation theory, broken window effect theory, the comprehensive management of social security theory and the related laws and regulations, through the questionnaire survey method, empirical research method, comparative study method and other research methods, in-depth study of the main security problems of the current situation of the development of Guangzhou, Zengcheng District, Family Hotel, security management problems and the causes are analyzed in detail, in reference to the Family Hotel security management in western developed countries the successful experience and domestic public security organs of Family Hotel public security management of typical cases, combined with local actual situation, put forward to improve the six aspects of Zengcheng Family Hotel security management countermeasures and suggestions, one is to improve the Family Hotel management regulations, formulate local regulations and strengthen the legislative modification research of laws and regulations; two is to enhance the management level of information technology application, make full use of the public security management system in hotel industry, strengthen the alarm analysis; the three is to establish and perfect the Family Hotel management system; four is to crack down on crimes involving the Family Hotel; five is to cultivate and develop the Family Hotel Industry Association; six is to standardize the Family Hotel in administrative work, provide reference model and reference basis for establishing our country Family Hotel security management system.
