Research On The Problems And Countermeasures Of The Operation Of "Big City Management Model" In Zengcheng District Of Guangzhou

With the rapid development of China's social economy and the deepening of reform in all walks of life,urban management is becoming more and more important in the current social and economic environment.The speed of urban construction is accelerating and the process of urbanization is increasing.On the one hand,it can activate the vitality of the city and promote the improvement of the people's living standard.On the other hand,the increasing number of floating population,traffic congestion,social conflict and serious pollution in the living environment are increasing,because of the rapid urbanization process.The "city management" came into being and played an irreplaceable role in maintaining a city's economic and social order and promoting the appearance of the city.Taking Zengcheng District of Guangzhou as an example,this paper studies the problems existing in the actual operation of the "big city pipe" mode.Through literature research,case study,historical research,empirical research and integration theory,this paper summarizes and analyzes the existing problems,finds the root and summarizes the experience,so as to get the reasons for the problem.And try to put forward the solution.The thesis is divided into four parts:The introduction first introduces the research background of urban management.Under t he background of the reform of the "big ministry" system,"big city management" came into being.With the increase of the operation of the "big city management",the problems of instit utional obstacles are gradually exposed.Secondly,it introduces the research review at home a nd abroad.Most of the countries in foreign countries do not have "city management",and the research of "city management" is concentrated on "law enforcement,digital,violence and wis dom".Finally,the research method and innovation point are introduced.The second part mainly defines the concept and introduces the theoretical basis of the st udy.2 concepts are defined: urban management generally refers to municipal management,tha t is,the infrastructure,public service and social and public affairs in cities associated with ur ban planning,construction and operation."Big city management model" is the main body of t he "City Management Committee" and the following objects in the city.Management and corr esponding administrative enforcement: "urban public space environment,urban infrastructure,et c.".This paper introduces the theoretical basis of research-the theory of holistic governance,and introduces its origin and related points.The third part mainly predicts that the population will increase greatly,the load of the city will increase greatly,and the difficulty of urban management will increase accordingly thr ough the basic situation of the withdrawal of the city in Zengcheng.Then take Zengcheng as an example to analyze the problems in the operation of the "big city management" mode.T he root is the lack of top-level design,the system is not smooth.The "city management" tea m lacks a basic law of the city management system,"People's Republic of China city manage ment law",and does not carry out vertical management,and every place has its own affairs.These will lead to 5 types of problems,one is the legal system is not sound,and the two is the system: the unclear power and responsibility boundary,multi head management causing i nternal consumption,personnel institutions It is unreasonable to set up;three,imperfect welfar e protection and lack of humane care;four,lack of standardization;five,imperfect propagand a and supervision.Then it analyzes the causes of the problems: first,not to be paid attention to,the lack of top-level design;two is the legal basis is not perfect,the lack of the rule of law tradition;three is the impact of the fragmentation of the system.Finally,we put forward the countermeasures and suggestions to eliminate the above pro blems,and put forward that the basic law of the city management system is based on the top level design,the standardization and standardization process is set up,and the new methods,such as "big data analysis" and "digital city management",are used to raise the measures,i mprove the effectiveness and strengthen the publicity.To formulate supervision system and ot her countermeasures and suggestions,hoping to help urban management and law enforcement in Zengcheng and even the whole country.
