The Predicament And Approach Of Community Non-profit Organizations In Public Welfare Of Guangzhou

With the development of society, various community non-profit organizations play an increasingly important role in undertaking social services and assist the social management of government. Under China’s current economic development level and the traditional political culture, the restriction of historical condition, China’s community non-profit organization is not perfect, most also with strong administrative color, making non-profit organizations as the vitality and potential of the third sector cannot fully stimulate, social identity is not strong, combined with the current residents of the community to actively participate in consciousness is relatively weak, making the practice of community participation in public welfare nonprofits cannot make breakthrough progress.This paper attempts to study the domestic and foreign research on non-profit organizations and community non-profit organization situation, define the concept of community non-profit organization. Then by analyzing the present situation of Guangzhou community non-profit organizations to participate in public welfare undertakings, sums up the characteristics of community nonprofit organizations in Guangzhou and the difficulties in its participation in public welfare and the causes of the problems. This paper also analyzing Hong Kong, Japan, the United States’ experiences of non-profit organization in public welfare, which we can get ideas. Finally combining the theory of governance from the perspective of government regulators put forward how to straighten out relations between the government and community non-profit organization, guidance and promote the community non-profit organizations to participate in public welfare in our country, promote the construction of socialist modernization, and promote win-win cooperation with the government and society, from the perspective of the community non-profit organization management, proposed they the operation and management must be standardized, and build the positive image to get more opportunities for cooperation and development, exploring the road of development with Chinese characteristics.
