The Current Situation,Problems And Strategies Of Non-profit Organizations Participating In Urban Community Services For The Aged

With the sustainable development of economy and society and continuous acceleration of urbanization process,cities promoting China's economic development have become the accumulation of wealth and concentrated areas of resources at the same time.However cities have gradually become a concentration of various social contradictions,in which the problem of aging population is particularly serious.In the current social transition period,the traditional pension model has been seriously affected.On one hand,with the gradual miniaturization of family structure,the social demographic structure has also changed significantly and the pension function of traditional families has weakened;on the other hand,the institutional pension can not be widely promoted in the country because of serious lack of resources,high cost and many other factors.Based on that,a new type of pension model which combined family pension and institutional pension,community pension,came into being,and will be China's main pension way in the next period of time.Community pension service has the attribute of social public goods.Complete undertaking by government will cause not only a waste of public resources but also disadvantage for the improvement of efficiency.Nonprofit organizations have shown their incomparable unique advantages in the community pension services because of their own characteristics.This paper first introduces the current situation and trend of population aging in China,analyzes the limitations of family pension and institutional pension,and points out the new method of pension that meets China's national condition,that is,community pension.By analyzing the relevant concepts of community pension and nonprofit organizations,this paper analyzes the necessity and advantage of non-profit organizations participating in urban community pension service at present,and discusses the factors such as the main body,participation content and participation mode of the non-profit organization's participation in urban community pension.This paper takes "Heart to Heart" elderly service center of Gulou District,SuoJinSanCun community of SuoJin Street in Xuanwu District,"Canteen for Parents" Project of virtual nursing home in Qixia District as typical cases respectively,and analyses their background,the implementation process,experience and the problems faced.At the same time,this article also introduces experiences and inspirations we can get from the Japanese non-profit organizations which participate in urban community pension service,hoping to build a pension system suitable for China's national conditions with the participation of non-profit organization in urban community pension,and tries to put forward the corresponding countermeasures and suggestions on fund-raising,legal construction,attracting talents,and effective supervision.This paper studies the necessity and space of non-profit organizations participating in urban community pension service following the thinking thread of raising the problem,analysis of the problem combined with theories,putting forward countermeasures to solve the problem,analyzes the behavior and influencing factors of the parties in the process of participation,and puts forward some thoughts and suggestions on how to participate.The focus of this article is how to guide non-profit organizations to participate in urban community pension services,so that the effective combination of this two could play the greatest effect,advocates the government and social forces to cooperate and promote the self-construction of non-profit organizations,so as to promote the development of urban community pension career.
