Study On Collaboration Model Of Elderly Care Industry In Guangdong And HongKong

In recent years, China’s aging population problem becomes more and more attention. To cope with an aging population and response to requirements proposed by the Eighteenth National Congress of the CPC about establishing and improving the social endowment service system, all parts of the country are stepping up efforts to develop social pension services.In the meantime,Guangdong and Hong Kong currently face the situation of an ageing population, and the increasingly grim problem about endowment. So strengthening the cooperation of the social endowment becomes one of the important issues that the two governments are paying attention to and discuss. Taking Guangdong and Hong Kong as the research object of social endowment cooperation, this article is written hoping to have the effect of first try first, and provide new ideas to explore new model of our country social endowment.In the course of the study, this paper referred to many related documents, including research results of the scholars mainland and Hongkong on the pension and related documents of the government, citing welfare pluralism theory and theory of social system and provide a theoretical basis and theoretical foundation for the study of endowment problems in Guangdong and Hong Kong. First of all, through the empirical research on the present situation of the social endowment service in Guangdong and Hongkong, this paper analyzes the advantages of the social endowment service in the two areas, pointing out that in Guangdong, the social endowment service lacks funding, infrastructure, management and service level and so on, and in Hongkong, the social endowment service faces the restriction of land, welfare, medical policy convergence, so this paper puts forward the necessity of strengthening the cooperation of the two pension.Secondly, by using the method of empirical investigation, this paper analyses thoroughly the basic conditions, the obstacles existing in the two social endowment cooperation and the prospects for development to explore the feasibility of strengthening the cooperation of the two social pension. Based on these, this paper refers to the endowment cooperative experience in different regions at home and abroad, and describes the methods of how to strengthen the cooperation between Guangdong and Hong Kong in terms of money, resources endowment, nurses, working mechanism and so on, proposing the establishment of pension mode of cooperation suitable for the actual situation of the two places.Finally, this paper suggests Guangdong and Hongkong government should introduce the policy and measures, improve the communication and cooperation mechanism of the relevant functional departments, guarantee the investors’ rights and interests for the aged and solve the problem of the interface of welfare system and old-age medical welfare system between the two places to provide policy support and institutional guarantee for the nursing cooperation.
