The Research On Path Optimization Of Democratic Parties’ Participating In Public Policy Formulation

With the comprehensive development of the political reform, the CPC central committee attaches more and more importance to the development of the expansion of socialist democracy and political civilization. All democratic parties take an active role in the formulation of public policy in order to highlight participating parties’involvement in political participation and supervision. Under the social structure of pluralistic interests, acting as a bridge between the ruling party and the people, the democratic parties participated in the research, formulation and operation of public policies in their own perspectives. This is of important theoretical significance and practical value for sticking to and perfecting the socialist party system with Chinese characteristics, promoting the construction of socialist political civilization and advancing the optimization of the procedure of formulation, implementation.In this paper, the core concept and theoretical basis of the democratic parties participating in public policy formulation are described. The paper also gives an overview of the historical heritage and the current situation and analyze the validity of the current main path of democratic parties participating in public policy in detail. At last it points out the problems of the existing path. Based on the practices of Guangzhou Committee of China Democratic League’s involvement in the formation of public policies of Guangzhou, the experimental land of China’s reform and opening up policy, through analyzing practice cases of NLD Guangzhou Committee’s participating in the formulation, evaluation, adjustment, amendment and perfection of public policies as well as the guidance of individual and social organization’s political participation, and social service work’s impact on public decision-making. The dissertation puts forward several suggestions on how to formulate public policies in a more democratic, scientific and procedural way. The suggestions include:First, to further enhance democratic parties’participation in public affairs so as to promote the development of socialist democracy; second, to promote the construction of related legal system so as to perfect the institutional guarantee mechanism; third, to foster political participation representatives or star so as to increase the influence of democratic parties; fourth, take arranging job as an opportunity to expand influence in politics; fifth, grasp organizations, Consolidate talent advantage; Sixth, to conduct syndicated studies with other democratic parties on special issues in order to improve the ability of political participation and democratic supervision as well as to explore the best and most effective way of participating in the formulation of public policies and so on and so forth.Under the current new situation, facing the comprehensively challenge of political reform, democratic parties’ involvement in the research of public policy path optimization can not only strengthen the self construction of the democratic parties, but also promote the making of public policies in a more comprehensive, democratic, scientific, and procedural way.
