Featuring its cooperation, the political party system of China is completely different from the western competitive political party system. Seen from the party politics rather than the view of ruling party, the main function of democratic parties, which play the role of participating parties, is to participate in the management of state affairs. The process of democratic parties' participation in the political affairs, to a great extent, is the process of participation in and influence on the decision-making of public policies. The high level and participation of democratic parties' involvement in the political affairs prescribe the range and degree of democratic parties' participation in the public policy making. And the participatory degree and influence on the public policy making directly represent the effectiveness of democratic parties' participation in political affairs under the frame of multi-party cooperation system.This paper aims to discuss the approach, current status and effect of democratic parties' involvement in the state political affairs in terms of public policies. Taking the collective proposal of democratic parties, which is the main approach of democratic parties' participation in state affairs, as the sample of analysis, the author has collected the collective proposals of all the democratic parties in Zhejiang province in the recent ten years and conducted a number of data statistic, multi-level analysis and detailed case analysis with the analysis and research tool of public policy science, public selection theory and the theory of seamless government. Consequently, a series of conclusions are made on the democratic parties' participation in public policy making.Based on true and convictive first-hand data, this paper represents the real situation of democratic parties' participation in public policy making. At the same time, though the interpretation of data and cases, the author analyzes the participatory space and potential effects of democratic parties' involvement in public policy making under the current system and developmental phrase of China. The effects include the profit aggregation or information integration, think tank, profit check and balance and cross-sector cooperative platform. It has also made an elementary discussion on how to advance the effectiveness of democratic parties' participation in public policy making. In the author's opinion, the innovation of this paper is to avoid the following two tendencies, i.e. indiscriminately using some western theories or views to make an interpretation, or being restricted or disturbed by some ideologies, but to bring forward the viewpoints through the double angles of theory interpretation and case analysis. It is of great importance in the search of Chinese party system and democratic parties.Basing itself on reality, the analysis and viewpoints of this paper play a certain role in realizing the practice of democratic parties' participation in political affairs more clearly, and also in widening the participation thought and advancing the effectiveness of democratic parties' participation in political affairs. For the theoretic research of participating parties, this paper may, more or less, add some fresh contents.
