The Research Of Transformation And Development Of The Federation Of Industry And Commerce Of Mianyang City

With the deepening of reform and opening up and the acceleration of economic globalization, on the one hand, the socialist market economy has obtained the continued stable and healthy development and the non-public economy has achieved unprecedented development and progress; On the other hand, the process of the transition of government function is to speed up, "service-oriented government" is the direction and the development goal of the transformation of the government. Based on these two aspects, the Federation of Industry and Commerce as the bridge and the link to the non-public economic and the government faces great opportunities and challenges. Under the current social environment and the relationship of the Federation of Industry and Commerce with the government, the Federation of Industry and Commerce how to break through the development dilemma, show their own advantages, give full play to the united front, economy and folk, serving economic and social development, it is an important task with strong theoretical and practical significance.This paper did research on the Mianyang city federation of industry and commerce, using the method of literature survey, comparative analysis, investigation and so on, focusing on the analysis of the relationship between the federation of industry and commerce and government and the existing problems and its reasons of Mianyang city federation of industry, with reference to the federation of industry and advanced practices at home and abroad, proposing the Mianyang city federation of industry’s path of transformation and development, and proposed the Mianyang city federation of industry’s countermeasures of its transformation and development.Through the study, we found that the existing problems of Mianyang city federation of industry and commerce are as followings :strong administrant color, the poor service ability, insufficient function, and the reasons for these problems mainly from three aspects:The reason of government:less attention on the federation of industry and commerce, unclear attitude, the function of government have not been completely transformed, the government’s strong control of the federation and relevant laws and regulations are not perfect. The reason of the federation of industry:lack of recognition, function position is not clear, lack of professional talents and internal supervision system is unreasonable. The reason of society :citizens don’t have a strong awareness, insufficient social awareness of the federation of industry and commerce, the non-public enterprises lack communication with the federation of industry and commerce. In face of the existing problems and reasons of Mianyang federation of industry and commerce, this article proposed corresponding countermeasures of its transformation and development:First of all, federation of industry and commerce should strengthen the self-building, define specific function, give full play of resources superiority, improve the work style, strengthen the service awareness, strengthen the construction of quality, improve the service ability; Secondly, the government should be more active in function transformation and improve the management of the federation of industry and commerce, strengthen the construction of laws and regulations, lower the industry’s management ability of the organization; At last, the federation of industry and commerce achieve cooperation governance, and the federation of industry and commerce take over the government’s partial functions, and the government should establish good collaborative relationship with the federation of industry and commerce, establish and improve the linkage mechanism between the government and industry and so on. All of these methods of the transformation and development of the federation of industry and commerce are helpful to straighten out the government’s relationship with federation of industry and commerce and bring the function of the federation of industry and commerce. This article has a certain reference value for the transformation and development of Mianyang.
