In recent years, social management innovation has remained a hot issue and focus in China. For China, now in a period of transformation and change, is facing many problems and challenges, therefore, to meet the needs of development of current society, the improvement of social management and innovation of social management modes are in need. The management of social conflicts and disputes is an important part of social management innovation, and effective management of social conflicts and disputes can promote social stability and harmony. This study, taking social conflicts and disputes as its specific research object, through surveying and analyzing current social conflicts and disputes status, together with objective assessment of its current situations, aims to build a theoretical model of dynamic evaluation indicator system for it, and after verifying the reasonability of the system with the case in Yuchcheng District, Ya’an City, Sichuan Province, suggests a model of dynamic management of social conflicts and disputes and meantime proposes a series of policy proposals.First, this paper describes the research situations of dynamic management of social conflicts and disputes both in China and abroad, makes a comment of it, which offers a theoretical and methodical background for the following study; expounding the relevant theories of dynamic management of social conflicts and disputes, it lays a theoretical foundation for the study; then through objective description of current content and situations of social conflicts and disputes, it forms a practical foundation for the study; next under the principle of combination of objectivity, comprehensiveness, scientificalness, and feasibility, etc, it yields a design of theoretical model of dynamic evaluation indicator system for social conflicts and disputes.With the help of Delphi method, interview method, and analytical hierarchy process (AHP), the weight of indicators is calculated in the study. To ensure the feasibility and validity of the empirical analysis, through consulting much information and full field investigation, together with combination of current findings, three types of questionnaires are designed independently (expert questionnaires to determine indicator weight, open interview program to assess social conflicts and disputes, and questionnaires). Meantime, to verify the feasibility and reasonability of the model, the study conducts open interview in Yuchcheng District, Ya’an City, Sichuan Province by employing case analysis and carries out assessment by applying the indicator system. And on the basis of comprehensive assessment, some management approaches for social conflicts and disputes together with policy proposals are proposed.
