A Study On Periodic Evolution And Effectiveness Of China’s Aid To Africa Since Reforms And Opening Up

China-African relationship holds an important status in China’s foreign relations. China’s aid to Africa has been playing an important role in China-African relationship, testifying China-African friendly relationship over half a century, and is also the telling witness of South-South cooperation. From early PRC to reform and opening up, China’s aid to Africa strongly support African political independence and national liberation. Since reforms and opening up, China’s aid to Africa has experienced a series of adjustment and reform, and achieved significant results. However, in recent years, international pattern has been experiencing major transformation and major adjustments, Africa’s strategic position has been rising, emerging countries and developed countries has been increasingly competing, and China’s economic system and aid policy has been constantly adjusting. All of this brings opportunities and challenges to China’s aid to Africa.According to the changes of China’s aid policy to Africa, this essay divides the history of China’s aid to Africa into three phases:the exploring and adjustment phase (1979-1990), the deepening reform phase (1990-2000), the institutionalization phase (2000-), and comprehensively expounds every phase’s policy, modes and contents so as to reveal the history and current situation of China’s aid to Africa. On this basis, according to four aid effectiveness evaluation standards: economic effects, social effects, social evaluation and aid features, this essay qualitatively evaluates China’s aid effects and affirm the good results. Finally, this essay goes deeply into the problems and challenges of China’s aid to Africa in the new era, and recommends appropriate solutions so as to promote the development of China’s aid to Africa and China-African relationship.
