Central Asian integration has practiced for 20 years, but there is no substantive progress, and cooperation among Central Asian countries gradually being replaced competition and prevention, which is showing a stagnant dilemma. In this paper, it is to analyze the reasons of this dilemma with such a regional cultural analysis framework that includes, respectively, macro-level, middle-level and Micro-level. This paper argues that religion and culture in Central Asia regional can not contribute for integration so mush and provide political ideology; the domestic authoritarian political culture hinders Central Asian countries interdependence; Central Asian scholars lack of theoretical studies and public lack of "awareness in Central Asia", these factors contributed to the emergence of Central Asian integration dilemma.This paper is divided into five parts. The regional "integration" cultural factors will be summarized into three levels, namely the religious and cultural dimensions; domestic political and cultural dimensions; the people "regional consciousness" level.The first part is an introduction:domestic study for the plight of "integration" in Central Asia is summarized and the factors for plight of "integration" is grouped into external and internal factors.After discussing their limitations, this paper puts forward the necessity of Central Asia "integration" of cultural studies.The second part is the religious and cultural dimensions:This article will focus on the religion and culture of Central Asia which summarized as Turkic-Islamic culture. On the one hand, with the perspective of the internal culture, the paper analyzes power for Turkic Islamic culture to unify region and ideologically support on the "integration"; on the other hand, the external perspective of culture, the paper explores the external limitations for spreading of Turks-Islamic culture.The third part is the political cultural dimensions:respectively,This section will explore the impact of political cultural characteristics and the structure of political sub-culture in central Asia for "integration"The third part is the people’s "regional consciousness" level:the whole "consciousness" level will discuss two groups of scholars and the public. This section not only analyzes whether the Central Asian scholars play a catalytic role for "integration", but also analyzes whether the people of Central Asia formed a "regional consciousness"The fourth part is a summary:The impact of cultural factors in Central Asia "integration" will be summarized, and further explored the core elements of cultural studies of regional integration.
