Study Of Emergency Supplies Reserve In Our Country Based On The Resource Allocation

Frequent occurrence of sudden public events in recent years has become one of the important factors that affect social development seriously. Reserve problem of emergency supplies in emergency management is directly related to the rescue implementation goes smoothly or not. The national comprehensive disaster prevention and mitigation "twelfth five-year" plan which published in 2011, considers the national relief supplies reserve project as key projects. The department has also set out earthquake emergency rescue" twelfth five-year "plan," twelfth five-year" emergency system of road transportation construction programming and so on. Based on the background, this article describes the present situation of emergency supplies reserves in China from the perspective of resource allocation, gives emergency supplies reserves division and reserve capacity evaluation of central emergency supplies reserves pool. The research can help to develop an optimized configuration scheme which is more scientific and reasonable, strengthen and standardize the construction of relief materials reserve pool, give full play to not only investment benefits but social benefits, improve the emergency rescue capability in sudden disasters.This paper combines the theory with practice, qualitative analysis with quantitative research, selects 19 central emergency supplies reserve pools in China as the research object. First of all, by using emergency supplies and reserve theory as instruction, this paper describes the demand of emergency supplies and the existing distribution, configuration status quo of emergency supplies reserve pool. Secondly, this paper divides emergency supplies reserve district in our country on the basis of a certain division principle and method. Thirdly, it selects five factors that influence the location and layout of emergency supplies reserve pool, then determines the weight of each influence factor according to the determining weights method. So the comprehensive evaluation index system of reserve capacity can be built to avoid the problem that demand of emergency supplies is difficult to predict.Based on the different location of 31 provinces and municipality in our county, this paper considers the different kinds of demand for different emergency affairs, it could be divided into seven reserve districts across the country. In reserve ability evaluation system, disaster factor and population density factor dominate the biggest weight. The system introduces operating costs factor to balance holding cost and rescue time is also an innovative point in this paper. According to the calculation results of reserve index, we can compare the configuration rationality of each pool, to table a proposal of new construction, reconstruction, improve the allocation efficiency of emergency supplies reserves in our country. To a great extent, it will guarantee the implementation of timely and accurate emergency rescue operations. The configuration improvement Suggestions of emergency supplies reserves mainly describe from three parts:the reserve pool site selection, reserves number and structure. Therefore, the Configuration Result could meet requirements of rescue time, relief materials number and structure in the process. This will help our country set up and perfect the reserve system of emergency supplies, realize regional linkage. The results of this paper provides practical reference value and enrich the theoretical research of emergency supplies reserves.
