Since the beginning of the 21 st century,various disasters in China have continued to occur,especially sudden public events such as the Tianjin Port Big Bang accident and Xiangshui "3.21" explosion,which have caused considerable impact on the safety of people's lives and property.The occurrence of the accident also brought a considerable test to the government's management.At present,China 's emergency rescue development is strong and orderly,and its capabilities are gradually catching up with Western countries.However,at the same time,we can also find that in the construction of emergency management systems,especially in the allocation of emergency rescue resources in response to disasters,China has also At the stage of imperfect development and construction.Emergency rescue resources are the basic guarantee for all rescues in the event of a public emergency.The lack of emergency rescue resources in a rescue is like fighting a war without guns and equipment,and it cannot be put into combat.In the rescue process,the resources of functional departments and society need to be called at any time according to the current needs of the accident.This requires government departments to play a leading role in the allocation of emergency rescue resources.Emergency rescue resource dispatching is an important part of the emergency response process for emergency public events.The effective command given by the rescue command department to the dispatch determines the efficiency and effectiveness of emergency resource allocation.After years of construction and development,the Huizhou Daya Bay Petrochemical Industrial Park has gradually realized the industry leader of refining and chemical integration,and the petrochemical midstream and downstream industrial chain has gradually formed,with a good momentum of development,and has become the main source of economic development in Huizhou.However,the current production safety risks in the petrochemical industry are severe and it is extremelyeasy to cause serious consequences.The emergency public incidents of hazardous chemicals are the main type of accidents in chemical parks.Once a company has a hazardous chemical accident,it is very difficult to deal with them.The emergency rescue capacity building for such accidents should be considered as the first task.Emergency rescue in chemical parks Capabilities directly reflect the safety management capabilities of petrochemical parks.Therefore,based on the analysis of the characteristics of Daya Bay Petrochemical Industrial Park and the unreasonable allocation of emergency rescue resources,this article establishes an optimized resource allocation plan,including human resources,material resources,and system resource optimization measures.The policy of strengthening emergency resource allocation in chemical industry parks was discussed,and important measures for strengthening emergency management in chemical industry parks were proposed.Strengthen and optimize the deployment of emergency rescue teams in the park by investigating and monitoring dangerous sources and directing and dispatching them,including public security special service fire brigade,professional enterprise full-time fire brigade,etc.Strengthen the construction of materials,including the storage and improvement of materials,the procurement of equipment and the matching of functions,to optimize the allocation of rescue resources in the Daya Bay Petrochemical Industrial Park and enhance the rescue and disposal capabilities of the park.
