Research On The Reserve Management Of Emergency Materials Based On Government Process Reengineering

In recent years, the last people at the mouth of the "once in a century", "fifty years" of major natural disasters occur frequently, sudden and enormous destructive disaster caused tens of thousands of homes destroyed and people displaced, even endanger the safety of life, affecting the stability of the social order. China has built a "one case, three systems" as the core of the emergency management system, professional, fast, and effective sudden crisis, minimize the casualties and property losses. Time is the emergency management among the core elements. Quick to make a sudden disaster forecasting, decision-making and disposal is a top priority of emergency management. This emergency relief work of management is very demanding. The scientific and rational management of emergency supplies reserves determines the effect of the emergency rescue work, the decision of millions of lives and property of the people. Therefore, the rational allocation of emergency supplies, emergency supplies and scientific management reserves has become an important research topic of theoretical and practical significance.Based on this, with emergency supplies reserve management as the research object, using a literature analysis, case analysis and system analysis methods, to fully understand the current situation of domestic and foreign reserve management, emergency supplies, in order to break the traditional "functional" as a guide research perspective, from the emergency management process starting material reserves, using SA(Phase I- Task) process framework, and gradually start our analysis of the current shortcomings and deficiencies in emergency supplies reserves from specific examples designed from the perspective of process reengineering establish a more complete scientific emergency supplies reserve management system.By analyzing the existing emergency supplies reserve management process, from both macro and micro aspects, namely, the systematic processes and specific business processes from the redesign of the organizational structure. Design process focused on information systems, build linkage mechanism, supervision system to ensure emergency supplies stored work to be more open, transparent and easy to grasp government administration more dynamic, and thus achieve further savings in government expenditure, a more reasonable reserve, efficiency significantly improved purposes. Finally, through the use and design of key indicators to assess ESIA design methods from the theoretical level to verify the new creation process effective and feasible.
