The Research On The Care-Supporting Policy Of Long-term Family Caregivers In Shanghai

Elderly home care system is the main pension security system in China. With the continuous improvement of city’s elderly home care system, the disabled and demented old people and their family caregivers became the focus group of elderly home care system. As the main power of elderly home care system’s caregivers who taking care of the disabled and demented old people, family caregivers contain heavy Physical and psychological burden. Current home care support policy takes elderly seriously than the caregivers. Although the policy of the elderly can in some extent ease the pressure of the caregivers, but cannot protect them all the welfare. So the government need to make policies for long family care givers to improve the Elderly home care system, to promote the system of fair, to improve the efficiency of policy, and to promote family and social harmony.This study uses observation method and semi-structured interview method and so on, based on the existing literature resources and conclusions, taking the residual welfare theory as the guide, to research the long family caregivers of disabled and demented elderly people and related government departments. On one side, this study tried to find the long family caregivers’stress and demands in their care giving time by long-term family caregiver interviews, on the other side, though the relationship of caregivers themselves, their families and the government, we try to meet the demands of them. Finally, we introduce the evaluation mechanism to solve the actual needs of caregivers by dividing them into different types.
