Research On Practice Of Community Correction Work In Ethnic Minority Areas

First the community correction plan had been conducted in-depth research abroad and got the sustainable development. In our country, learning from the foreign experience, the community correction work began since 2002. In the implementation process, many experts and scholars have carried on research on community correction and the workers in the program have also made the exploration of the work methods actively. Due to the relatively short period of time, the practice base is weak, the legal system is not perfect, the quality of personnel can not fully meet the restriction factors, therefor the community correction has some new situations and problems.Fortunately, the central and local governments have paid more attention to the work of community correction. Especially in 2011 and 2012, by modifying the amendment to the criminal law and criminal procedure law from a legal perspective provided the basis for community correction and made the community correction work. The conference of community correction in 2014 confirmed the development of the basic conditions and the comprehensively promotion in China after the pilot and the implementation of two stages.In recent years, based on the actual situation of the minority areas, Inner Mongolia government actively carried out the work of community correction.The pilot work started in 2004. In 2008, on behalf of the party committee and the government of Inner Mongolia Autonomous Region Ordos City held a spot conference and clearly put forward to a full implementation in the region 12 union city on the basis of union city of Baotou and Xingan’s pilot work. However objectively speaking, the minority community correction compared with some other areas, and with the practice based on the unique geographical, cultural, religious and ethnic issues needs more theory attention and research support. For example, in the region of Xilinguole Meng, at some areas of the community the inmates are more decentralized and the centralized education is very difficult. It needs to adopt the decentralized management, local employment, "the prairie" 110 modes of operation, and the special attention should be paid to the informationization construction; strengthen the management of modern science and technology; in the aspect of community construction. In some areas there are not the strict sense of the community the correction group has an irreplaceable role in the education of the inmates in the community. Influenced by the language, character, culture, religion, living environment and other factors, the correction process of the inmates in the minority community needs to take targeted measures to rectify and helping. However, in the current domestic theoretical circles the community correction exploration on the national minority areas is very little. The number of the minority community inmates are relatively small, on the other hand, in the end how can effective to the management education of the minority community inmates, there is no uniform pattern, also no ready-made experience to follow. In this case, the author tries to study the work of community correction, and puts forward some ideas about practice and personal from the pastoral areas of Inner Mongolia’s point of view.In this paper, besides the preface and conclusion, the main content is divided into four parts.The first part:introduction to the work of community correction in Xilinguole Meng investigation activities.The second part:Inner Mongolia Xilinguole Meng community correction organization, team and work system, education, and control measures were analyzed, to reflect the status of community correction work in ethnic minority areas.The third part:focuses on the practical problems of community correction work in ethnic minority areas. From the aspect of community inmates, the community correction team, community correction system security and so on, points out that community correction work in ethnic minority areas, for the number of inmates in the community, education management, the number of teams, equipped with the degree of social cohesion, material security, coordination, the law problems of the 6 aspects of the difficulties and problems that need to be resolved.The fourth part:Reflections on how to strengthen the community correction work in ethnic minority areas. Puts forward some targeted measures on the establishment of application of the former investigation and assessment procedures; the improvement of the minority community correction mechanism; the augment of the protection of minority community correction social construction; the augment of the minority community correction team construction; the introduction of community correction law as soon as possible and other aspects of community corrections.
