Research On The Community Correction Of Dongguan City

Community correction is relative with imprisonment correction,it refers to the non-custodial penalty enforcement activities thatput the offenders who suitable for the conditions of communitycorrection in the community by specialized state organs. Under theassistance of the relevant social groups and civil societyorganizations, as well as community volunteers, community correctioncorrect offenders’ criminal psychology and behavioral vices, andfacilitate them smoothly return to society when the judgment,determination or decision within the period prescribed. Itoriginated in the United States at the beginning of the20th century,and began to appear in China in2002. Since July2003, it has beenapplied by China gradually after research. Correction of the socialwork helps the offenders return to society, reshape their socialcharacter. That not only be able to reduce the negative impact ofa sentence of imprisonment and to ease the growing tension of prisonexecution pressure, but also improve the efficiency and effectiveness of the criminal justice correction. All of these havebeen recognized by the international, and met the trend ofinternational execution system development.As the forefront of reform and opening, Dongguan City is thevanguard of social management innovation, and the communitycorrections officially launched in July2009. In institutionalsettings, community corrections team building, method of theeducation and reform as well as the effectiveness of assessment work,Dongguan City has its unique experience. Moreover, establishing thecorrective safety help departments, buying social work services, andmaking judiciary social workers involved in the correction objecteducation transformation are the major innovation and big reform inDongguan City social management. As exotic term, communitycorrection is still a novelty in Dongguan and even in China. Therefore,inevitably, in the substantive work of community corrections ofDongguan, there are still some problems. To some extent, theseproblems and their solutions are universal. Taking Dongguan City asa sample, this article will use the grass-roots community correctivework experience of the author’s, and the large amounts of data,instrument, interview as material. Research methods such as literature analysis, empirical analysis, qualitative analysis willbe conducted, and the research will focus on the education and reformat the community corrections work within the perspective of sociologyand social work. The purpose of this article is to find out thesituation of community corrections work of Dongguan City, anddiscover the problems in daliy work as well as apply relevant theoriesthat draw on the experience in China and at abroad, then finally tryto propose solutions and provide a reference for the development ofthe community corrections in Dongguan and even in the whole country.
