Study On Improvements To Provincially Managed Financial Management Systems Of Procuratorial Organs

Financial management systems are not only critical to the management of business organizations in a market economy, but also equally important to procuratorial organs in that sound financial management systems enable them to fully exercise their legal supervisory powers. China’s judicial system reform has reached a deeper level. Provinces to manage financial management systems of procuratorial organs within their own provinces (hereinafter referred to as "provincially managed systems") is an important part of the reform. Improvements to provincially managed systems impacts on whether procuratorial organs will have adequate financial means to fully and independently exercise their legal supervisory powers. This paper has sections. Section one outlines characteristics and development trends of financial management systems of China’s procuratorial organs; Section 2 discusses problems within provincially managed systems; Section 3 suggests improvements to existing problems discussed in Section 2.
