Research On Commutiy Governance In Ordos City Downtown

In current, China’s reform has entered a critical stage and a deep water zone, social economy structure, pattern of interests, lifestyles, organizational behavior, people’s thinking is undergoing profound changes. The particularity and complexity of reform, gradually highlighted the important role of community governance in building a harmonious society, practicing socialist democracy, strengthening the ruling foundation, resolving social risks. The report on the eighteenth congress of the communist party of China stressed that, "to strengthen the social management and service system at the community level,enhance urban and rural community services, give full play to the basic role of the the masses in social management," which had pointed out the direction of community governance and construction in the new normal. As a minority autonomous area, Ordos City’s urban community governance started lately, and lack of strong foundation and experience.In recent years, with the rapid economic development and social progress, the level of community governance and construction has been far can not meet the growing material and cultural needs of the mass.This article is based on this social context, to start research on Ordos downtown community governance model.Through the methods of field research and comparative analysis, the article summarized the main issues exist in Ordos downtown community governance are:the community governance system is not smooth, the seriously tendency of administration, the awareness of community participation in governance is not strong, the degree of community workers specialization is not high; the role of non-profit organizations has not play fully. On the basis of learning the advanced experience about community governance from domestic and international, with the theory of "governance ", "good governance ", " multi-center governance ", " the new public service ", this article try to give some constructive suggestions to improve the Ordos City community governance, such as:to rationalize the system of community, to improve the mechanism of community autonomy, to cultivate professional social workers, to develop social non-profit organizations, to strengthen the community service function, which has also provide useful experiences to draw upon for the urban community governance of other minority areas.
