As an important part of emergency response work,the decision of distribution of emergency supplies can minimize the casualties and property losses caused by disasters.In the process of emergency supplies response to earthquake disaster,due to the communication network interruption and road traffic damage in the disaster area,emergency management departments can only make decision management of emergency supplies distribution through the disaster information of each disaster area.On the other hand,due to the suddenness and complexity of the earthquake disaster,the obtained value of a situation factor in a disaster area may be an exact value,an interval value or a fuzzy value.Therefore,emergency decision makers need to optimize emergency allocation under the uncertain information of multiple situations to ensure the fairness and rationality of emergency material allocation.To solve above problems,this paper on the basis of earthquake disaster scene building,using the situational factor screening and situational factors uncertain information analysis method,improve the degree of earthquake disaster classification model,is proposed based on the subjective preference of emergency supplies allocation decision optimization method,and through the correlation test index method to verify the proposed emergency supplies allocation is consistent with his disaster information,provide theoretical basis for decision-making for the reasonable distribution of emergency supplies.The specific research content is as follows:Scene construction of the earthquake-stricken area was carried out in Qianjiang and surrounding areas of Chongqing,and the information of the situational factors in the earthquake-stricken area that could be obtained in the process of emergency rescue response was analyzed and summarized,and the information was set according to the uncertain characteristics of the situational factors.Based on the investigation of emergency supplies reserve in Chongqing and the characteristics of emergency supplies demand in the initial stage of earthquake disaster response,the emergency supplies to be distributed in this paper include life aid and engineering equipment.The objective weighting method was used to measure the degree of difference of each situational factor information in different earthquake stricken areas,and the threshold of difference measurement was set to optimize and screen the situational factors,and the screened situational factor weights were calculated.On the basis of the existing situation of situation factor uncertainty research,the improved situation factor uncertainty analysis method is proposed,which provides the theoretical support for the later emergency material allocation decision in disaster areas.Using the C-means clustering analysis method,an improved disaster degree classification model for the earthquake-stricken areas is proposed.MATLAB software was used to carry out numerical simulation of its classification effect,and compared with the traditional clustering analysis model,reflecting the scientific and effective of the proposed classification model,and combined with the selected situation factor information of the disaster area to classify the degree of disaster of each earthquake disaster area.Based on the selected situation factor information,situation factor uncertainty analysis method and the grading results of the severity of the earthquake-stricken area,this paper puts forward the decision-making method of emergency material distribution in the earthquakestricken area on the basis of considering the subjective preference of the decision-maker.Finally,the influencing factors of emergency supplies distribution decision are analyzed,and the correlation test index is used to verify the consistency between the emergency supplies distribution method and disaster information of disaster areas.The relevant research in this paper can provide guarantee for the emergency response of earthquake disaster and provide reasonable decision-making suggestions for the distribution and management of emergency supplies.
