Study On Decision-making Model Of Multi Department Collaborative Allocation Of Emergency Resource

In recent years,quite a number of emergencies have been encountered in the rapid development of our country,among which emergent incidents that are man-made,such as the Sichuan Dazhu incident,the Tianjin port explosion accident,etc.,and natural disasters such as the 5.12 Wenchuan earthquake,Lushan earthquake,the Sichuan Maoxian "6.24" large mountain landslides and so on.The occurrence of these emergencies seriously threatened social stability and economic development.After the occurrence of emergencies,the relevant government departments need to rationally allocate all types of emergency resources to reduce the impact of disasters.The cooperative allocation of emergency resources is a method that fully considers the synergy of the emergency departments and the relevance of the interests.This method can allocate emergency resources reasonably and effectively,and improve the ability of emergency rescue and disaster relief.The decision problem of emergency resource coordination allocation is a kind of multi-objective and multi stage group decision making problem,and this problem involves many departments and many fields,which has the complex characteristics of time pressing and information uncertainty.So based on the analysis of previous research,this paper builds a decision model of emergency resource coordination allocation based on emergency resource allocation scheme for various emergency management departments,in order to achieve the goal of multi department cooperative decision-making.This paper is based on such theories as the synergetic theory,the society network theory and the emergency management theory,and integrates method of literature analysis,social network analysis,fuzzy evaluation method and simulation method to propose decision-making problem framework and decision-making structure model based on collaborative networks formed by multi-sectoral.What's more,based on the emergency resource allocation plans given by each emergency management department,a collaborative allocation decision model for emergency resources was established and an example was given to verify the validity and the universality of the model.With the study of above aspects,The main results of this paper are as following.(1)Starting from the decision making framework of multi department collaborative allocation of emergency resources,The problem of emergency decision based on collaborative network,the integration model of individual performance and cooperative performance among cooperative entities,the integrated framework of multi department decision problem and the structure model of cooperative decision problem are analyzed.(2)Aiming at the emergency resource allocation plans given by each emergency management department after the occurrence of emergencies,based on steps of collaborative subject's relations description,determination of the importance index of collaborative subject,integration of individual performance and collaborative performance of alternatives and optimization of combination schemes,decision making model for collaborative allocation of emergency resources is constructed.(3)On the base of decision making model for collaborative allocation of emergency resources,through constructing decision process of a multi-sector emergency resources allocation after the occurrence of a certain type of emergency,numerical simulation was used to verify the accuracy and effectiveness of the corresponding model.In addition,it analyzed the impact of different degree of individual performance and collaborative performance of decision plan on decision results.Through comparison of the situations that the emergency management departments' consideration of collaboration and non-consistency in the emergency resource allocation process,it analyzed the differences and causes of the decision results under the two situations..Research results show that established model can provide a general theoretical guidance framework for the research of this kind of problem in theory,and cross and integrate the knowledge of several related disciplines to improve the scientific understanding of the objective law of emergency management.Aspect of practice,the proposed method and model not only solve a large number of practical problems in emergency resources allocation,but also can be extended to the study of collaborative allocation of resources in a multi-sector(or agencies)environment,which has an important guiding role for actual emergency decision-making.
