Since the Sixteenth Congress, the development of the socialist market economy has accelerated the process of urbanization, resulting in a large number of rural surplus labor began to shift the big city, which for rural women is both an opportunity and a challenge. Rural women account for over 65% of the rural population, rural women began to become the backbone of rural development, become the subject of rural political participation. Rural women cadres is urbanization driven product. Rapid development of rural social and economic development provide a broad political stage to rural women cadres, and has laid a good economic foundation To certain extent, this enhance the rural women cadres independent, self-reliance, self-charisma, and improve rural women cadres rural development in social status. In this paper, as an object of study of rural women cadres and as a clue of female cadres in rural, through the analysis of development situation of rural women cadres to explore the main factors restricting the development of rural women cadres in the new era, and put forward relevant countermeasures and suggestions of promoting the development of rural women cadres.The thesis is divided into six parts, the first part is the introduction. Introduce the research background and significance of the topic, and domestic and international research literature on rural women cadres were developed in recent years due to the induction comb,Pointing out research methods innovations and inadequate.The second part is a general overview of the development of rural women cadres. Outline three factors that influence the development of rural women cadres by analyzing the connotation of development:rural women cadres themselves, the management of village affairs and national social environment. And analyzes the relationship between urbanization and rural women cadres development, which laid a theoretical framework for this study status of rural women cadres.The third part is to analysis the status of the development of rural women cadres. By analyzing the achievements and shortcomings of rural women cadres development in the new era. Analyze the major achievements from three areas:proportion gradually increased, relative to optimize the structure, significantly enhance the awareness of political participation. Although the development of the new era of China’s rural women cadres have made some achievements, but there are still many problems, rural women cadres working structure is irrational, resulting in the marginalization of power; their quality is not high, resulting in politics sense of apathy; lag training mechanism, leading to inadequate rural reserve forces and other issues.The fourth part is to analy the main factors restricting the development of rural women cadres. For the issues of the third part, discuss the main factors which restrict the development of rural women cadres from the subjective and the objective aspects. Subjective factors including low levels of education, the right sense of apathy, innovation is not strong in three areas; objective factors:including the influence of traditional culture, the development of the socialist market economy, which result in a large number of excellent brain drain, the implementation of policies in place in three areas.The fifth part is to put forward the corresponding measures to promote the development of rural women cadres about the main factors restricting women cadres for rural development. This paper argues that the first cadre of rural women to improve their own quality, in this context, the party and the state, local governments should create a favorable social environment for the development of rural women cadres, and to strengthen the enforcement of laws and policies related systems.The sixth part is the conclusion.
