For a long time, "Issues of agriculture, farmer and rural area "is a major problem restricting China’s economic and social development, the practice has proved that agricultural modernization and rural urbanization is the fundamental way to solve this problem. In recent years, China’s rural urbanization development made a considerable progress, local governments are increasingly concerned, and through the implementation of the new favorable policies, increase the intensity of support agriculture to promote agricultural industrialization process. Each district should not form unified model, and should adjust measures from local conditions, to find a suitable development model. In recent years, in the process of rural urbanization, the relevant departments and scholars put forward many new development modes, including:The urbanization development model of non-resources rural driven by government and dominated by elite. In this paper, take C village in Shanxi Province as example, through field investigation and research for many times, has found that, under the teamwork of the local government, the village elite and the farmers, the interaction of urbanization has made great achievements. Lacking of policy guide and financial support, could not have the lowest life guarantee and stable employment ways, made some farmers are still unable to respond to the planning, and achieve expected goal. Then, in the process of implementation, what made the expectation deviated? In this paper, on the basis of field investigation and theoretical analysis, summed up the current situation and problems of the urbanization development model of non-resources rural driven by government and dominated by elite which arising from the implementation process, and on the basis of this, putting forward some feasible solutions to promote the planning can be completed smoothly.
