Series of social problems arising from the rapid development of industrialization, leading to the supply of social welfare policy, but also contributed to the formation of the welfare state. The welfare state is a social policy regimes, which manifests itself a peculiar policy in the developed capitalist countries of Western. These developed capitalist countries through use of a variety of benefits to intervene the country’s economic policy, to redistribute the society wealth, in order to alleviate the contradictions of the capitalist countries.After World War II, the welfare states has played a unique advantage in improving basic living standards of workers, achieving a stable political system, and promoting social justice. But this social balance mechanism of the welfare states is difficult to cancel out with its implicit social ills. With the oil crisis, coupled with the impact of new liberalism,the form of the European economic integration,and the emerge of labor crisis in European countries,which along with political competition, government fiscal crisis under high welfare,the deep-seated social problems of population structure, the lasting social pressure problems ender high welfare polices, etc, all that made the welfare states into a quagmire of development among the dwindling revenues, growing social spending, stagnant social and economy, increasing unemployment, and so on. Faced with this "dilemma", academics began to re-examine its basic policy of the welfare state, which is this article based on. The author discussed and analyzed the post-war development and difficulties faced by the European welfare state, tried to supplement to the research of the European welfare stastes. And this article has important academic value and theoretical significance.Specifically, this article is divided into the following sections:the Introduction mainly expounds the origin and significance of the welfare state, also presents basic research ideas and methods; The first chapter, from the perspective of the concept and the development course of the welfare state, comprehensively expounded the historical origin and theoretical origin of the formation of the welfare state;The second chapter lists the political,economic and social plight in post-war European welfare states, from the new liberalism, the difficulties of welfare reform and the retardation of social policies in EU and from social crisis,giving a deep analysis about causes of such a plight; The third chapter analyzed the two major challenges of European welfare state faced in reform, and then proposed appropriate policy recommendations to get rid of the current plight of the European welfare state from the the aspect of reform efforts, technical support, and optimize social equality and so on;The fourth chapter analyzed the difficulties faced by the European welfare state reform and way out.
