Research On The Function Orientation Of Goverument In City Community Home Care Services

Elderly support has been an important issue because of the huge aged population. Due to the scarcity of institutional care beds, and Chinese culture tradition, most Chinese people choose to live at home and age in the community. as the major undertaker of social security, the government should give full play to its function,to ensure the development of urban community service of aged care at home.Since 2000,several cities set home care pilots,thus,China has obtained some achievements on home care in policies,theory studies and practices. However, generally speaking, there are many problems to be solved. As an important main body of home-based care services,the government must be accurately defined its function and position, push the improvement of home care services,then satisfy various needs of old group.The thesis holds the opinion that the government have achieved lots of results in settling the problems of home care service, but the deficiencies in policies and laws and its exceeding authority over NPOs, have been restricting the development of home care services. Thus, the author combines the datas on urban community home care from other scholars with which from the research in Beijing, to study the problems of government functions on home care service, and analyze reasons, then makes recommendations on this issue.
