A Study On The Government Function In The Model Of Urban Home Care

The current trend of China’s aging population was increasing,the pension business faces important challenges.With the aging speed to accelerate the formed a strong contradiction between it and the traditional family pension mode,institution endowment of supply.Plus the home based traditional pension idea,let the home care has become a trend,and as social security the important roles,the government has to give full play to the ability and responsibility,so as to ensure the urban home endowment development to meet the current aging development trend,so as to realize the old vary depending on the target.Since the new century,our country has in many cities have started a of the aged in urban communities in the pilot work,from the aspects of theory,practice and policy,comprehensive promote progress of old-age home,and has made certain achievements,also has the characteristics of good.But from an overall point of view,in urban home endowment still exist many problems,so the government as urban home endowment subject shall on its own position and function have a clearly defined,so as to guarantee the urban community home endowment benign development,realize the diversification of people’s demand for pension.This paper is based on the current situation of the pension,in Haishu District of Ningbo City as an example,research on urban home endowment model positioning of government functions.Includes four parts.The first part is the introduction,including the background and significance of the topic,research status at home and abroad,research methods,research content;the second part is the theory research,including the theory of public goods,home care service,service-oriented government theory,governance theory;part three is a summary of our country community home endowment background analysis and Haishu District home endowment service present situation;the fourth part is the government functions in urban home endowment mode positioning.Full text through the Haishu District of Ningbo City family pension mode in the government assumed responsibility for the service,and put forward the orientation of the government function on the basis of,for the national model of urban home care of the orientation of government function in good work instruction.
