Research On Government Functions In The Urban Home Care Service System

In the past 40 years of reform and opening-up,China’s economy has developed rapidly and the process of urbanization has been accelerating,and China has entered an aging society.The increasing number of the elderly population has increased the pressure on the elderly family members brought by family pension.As a result,the main body of responsibility for the elderly service has gradually changed from family,society,government and non-governmental organizations to other main bodies.Combining the advantages of traditional family pension and institutional pension,and drawing on the advanced experience of developed countries,China has gradually created a brand-new home pension service model with Chinese characteristics.In the home-based pension service system,it is worth exploring what functions the local government performs,how to better perform its functions,and what kind of performance effect can be achieved ultimately.Firstly,this paper expounds the related concepts of home-based pension,government functions and home-based pension service system,and determines the theoretical basis:new public service theory,public goods theory and welfare pluralism theory.Firstly,the article clarifies the functions of the government in the home-based pension service system,including policy guidance,stimulation of demand,financial support,supervision,evaluation and technical support.Then it analyses the effect of government functions in the home-based pension service system.This paper chooses the local government function fulfillment in the process of home-based endowment service in Gaoyou City of Jiangsu Province as the main case to study.It discusses the current situation of population aging in Gaoyou City,the home-based endowment service system in Gaoyou City,and the performance of Gaoyou City Government in home-based endowment service.After in-depth study,it is found that the government of Gaoyou City is in the process of home-based endowment service.There are some phenomena of role vacancy and offside,such as community replacing the government to perform functions,low participation of civil forces,inadequate use of financial funds management,and unsatisfactory service needs of the elderly.In view of the problems found,this paper makes a thorough analysis and summarizes four reasons:imperfect rules and regulations,inadequate policy propaganda,inadequate financial subsidies,and unprofessional service team.Finally,the article puts forward some suggestions on how to improve the government functions in the home-based pension service system,including improving the home-based pension service policy and regulations system,improving the home-based pension service financial support system,improving the home-based pension service team building system,improving the home-based pension service evaluation and supervision system,each small system also contains a number of specific and operational sub-items,for the government.In the process of home-based pension service,the government put forward feasible countermeasures to better perform its functions,which can be used as a reference for Leaders’decision-making.
