A Research On Urban Community Home Care Service And The Government Functions

Under the background of a rapidly aging population in China, the effective supply of pension services have become the dual problems of policy and reality faced by all levels of government in general. No matter clients, services, financial expenditures or supply methods, have undergone tremendous changes. The city of Nanjing, which is located in the developed Yangtze River Delta region, has entered the aging society long ago, and has been chosen to be one of the 42 pension comprehensive reform pilot cities. In recent years, the concept of home care services in practice has gradually established a dominant position. In each district of Nanjing, the government actively explores building community home care system, legislation, implementation, supervision and management at all levels, to continue to improve care services connotations. During the supply of community home care, how the two levels of government to determine the institutional framework for the delivery of public services, improve the distribution of benefits, coordination and management of external group conflicts, is well worth of observation and research.Jianye District of Nanjing, which is treated as case in this paper, has experienced three stages of development in recent years, in which the profound changes of community home care model itself occurred. It is elaborated in this paper that different approach of Jianye government to supply the services for the Aged. In the drawing area on the basis of the development of domestic and international experience, Jianye District government develop and apply flexible policies, subsidies to purchase pension services, and actively cultivate social organizations, according to the area of uneven economic development and the characteristics of each community. By the way, the government has made some achievements in explore medical support integration model. It is worth mentioning that the social organization and social entrepreneurs play an important role in the system of community home-based care. In order to maximize social value-oriented, with the use of the latest IT and technology products, they achieve a non-profit organization to maintain public welfare and expand the dual goals of profitability and create a good social benefits. The paper summarizes the current four types of organization that offer home care service, and each of the typical cases is introduced.Of course, it is undeniable that the phenomenon of government failure still exists in the home care services provided by the government both of city and district. Also there are the absence, offside and misalignment problems of government action, which exist with deep contradiction of supply and demand of pension services. The paper summarizes the experience and inadequate of building home care service system by Jianye government in recent years. In view of the existing problems, this paper explores the future direction of further improvement of government functions, and makes policy recommendations for the Jianye District government to reposition and improve government functions and lead the development of home care service system. The policy recommendations include four aspects, which are improving network policies and regulations, guiding social organization to change into social enterprise, expanding financing channels to increase investment and pension services and promoting the standardization of home care services and professional development.
