At present,China is facing the serious challenge of an aging population,and the issue of elderly care has escalated into a core social concern.Although traditional home-based elderly care is the preferred choice for most elderly people in China,this model is no longer able to meet the diversified needs of modern elderly people in the rapidly developing technological society.Against this backdrop,smart home-based elderly care,as a model of elderly care that adapts to the modern information society,provides a scientific and effective way to address China’s elderly care issues.This paper,guided by the theories of government responsibility,public goods,and new public service,uses methods such as literature review,questionnaire survey,and comparative analysis to guide the thesis writing.The main focus is the responsibility of the government in smart home-based elderly care and how to better fulfill this responsibility.First,this paper reviews related literature and research results at home and abroad,sorting out and summarizing research related to smart home-based elderly care and government responsibility.This process not only helps define related concepts such as smart home-based elderly care and government responsibility for elderly care,clarify the research topic,but also helps lay the theoretical groundwork for the paper.Second,the paper focuses on the government’s responsibilities in smart home-based elderly care,specifically exploring the government’s role,actions,and responsibilities in providing smart home-based elderly care services.Through analyzing feedback from questionnaires completed by staff members from local civil affairs bureaus and typical community home-based elderly care service centers,as well as the elderly people who receive these services,relevant data are collected and analyzed to reveal the problems and causes in the process of government assuming the responsibility of smart home-based elderly care services.Third,the paper draws on international experiences,selecting the United Kingdom,Japan,and Germany,three countries with mature development in smart home-based elderly care,as the subjects of research,introducing their policies and practices in smart home-based elderly care.It compares and analyzes how the governments of these three countries handle their responsibilities in providing smart home-based elderly care services,with the aim of summarizing their excellent experiences and lessons,providing beneficial references for the Chinese government to promote the development of smart home-based elderly care.Based on the above theoretical analysis and empirical research,this paper proposes suggestions on how to improve the government’s assumption of responsibility for elderly care in urban community smart home-based elderly care services from four aspects: ideology,policy,resources,and regulation.These suggestions aim to enhance the government’s understanding of smart home-based elderly care,improve and perfect related policies,optimize resource allocation,and strengthen regulation of smart home-based elderly care,thus ensuring the government better fulfills its responsibility for smart home-based elderly care services,promoting the modernization of home-based elderly care services in our country,and satisfying the diversified needs of the elderly.This research systematically explores the responsibilities of the Chinese government in smart home-based elderly care and how to better fulfill these responsibilities from both theoretical and practical perspectives.It is hoped that this research can provide theoretical support and policy suggestions for the Chinese government to promote the development of smart home-based elderly care,in order to cope with the current serious challenges of aging.
