Analysis Of The Causes And Countermeasures Of Illegal Land Behaviors

Land bears the development of human beings, and guarantees grain safety. The scarcity of land use determines that the country must control land use strictly. Since the reform and opening, our economy has developed rapidly, and our social environment has changed greatly, under which circumstances, the supply of constructive land is limited, while the demand is greater, causing a sharpening contradiction between supply and demand. Illegal land use emerging in an endless stream not only demolishes farmland and harasses the land management order, but provokes social laws, and violates the concept of land management --- to protect development and farmland, and the basic state policy--- to cherish and use land rationally as well as protecting farmland. If law-breakers get away with breaking laws, it will be hard to improve the land management order and impossible to guarantee the rights of land users, which will necessarily affect the local economic development.The vital prerequisite for social development is using land rationally. Therefore, based theoretically on economics and Statistics, and choosing the illegal land situations of Cheng Xiang District in recent years as the studying object, the paper sorts out the relevant illegal characteristics of different towns (streets), and analyzes similarities and dangers of illegal behaviors, according to time and functions. Based on region analysis, and relying on interest-drive and game theory analysis, the paper generalizes the contributing factors and current problems of illegal behaviors. As a result, I think existent flaws in existing laws and management mechanisms have a great influence on the emergence of illegal land use in an endless stream, though prohibited. Drawing on the advanced experience from home and abroad, relevant laws, management and restrictive mechanism should be put forward and perfected to form complete restrictive systems, optimize resource allocation, regulate illegal land behaviors effectively, boost the orderly development of land management, preserve land resources, defend the authority of law and ensure the sustainable development of economy.
