Study On Theillegal Land Use And Land Law Enforcement Countermeasures In Shangrao City

In recent years,with the development of national society and economy,the demand for land subject has surged.The contradiction between land demand and economic development is becoming more and more prominent in the area of land occupancy,the scarcity of arable land and the characteristics of the population of China.During the special period of economic transformation,the phenomenon of illegal land use is becoming more and more serious,and its trend shows the regional spreading and the characteristics of the stage space aggregation.At the same time,the illegal behavior of land use cannot be banned altogether,which is related to many factors,and shows the corresponding characteristics.For the management and control of illegal use of land,the government departments at all levels are gradually paying attention to and taking corresponding measures.However,there is still some difficulty in the all-round effective implementation,and it is still necessary to carry on in-depth discussion on how to take effective prevention and control.This presentation,which combined relevant research,assesses the land-use illegal cases during nearly 11 years from 2004 to 2014 in Shangrao city.It summarizes the status quo,characteristics and regularity of illegal land use from both theoretical and empirical perspectives.This paper analyzes the origins of illegal land use in three aspects:local economy,taxation income and homeland policy.The author finds that the development of local economy in Shangrao City plays a decisive role in the relevant factors of land use illegality in the region;the illegal land use phenomenon is positively correlated with the land finance.The results show that:through the study on the spatial distribution,structure and quantity of land-use illegal cases,it is found that the spatial distribution of land illegal in Shangrao city is scattered.Aggregation effect exists only in a few regions.From the structural distribution of land,the illegal behaviors of the grassroots governments,such as county and township level are especially likely to happen.Through the strict control of illegal land violations,the trend of illegal land violations in the area has declined.The study also found that the land illegal use of the area is not only affected by the degree of marketization of land use,financial revenue,economic growth rate,corruption,and other factors,adjacent city,county,township and tertiary government will also have a significant impact on the land use violations in the areas studied.The author argues that the research perspective of land-use violation needs to turn from macroscopic analysis to microcosmic level,there is not a systematic analysis and evaluation of the impact of such illegal activities.In the future,we should study the factors influencing the illegal behaviors of all kinds of land.The research method should embody scientification and demonstrative.Let's curb the land illegal behavior fundamentally from the two aspects of symptom and need.
