Research On The First Secretary’s Poverty Alleviation From The Perspective Of Rural Governance

CPC Central Committee in 2012 deployed and carried out "grassroots organizations" activity in the whole China. According to the rural poverty alleviation and development project, Shandong Province, the provincial government proposed to implement a "linking the village of one hundred thousand packets" in the provincial agencies and enterprises. Provincial Organization Department selected the outstanding party members and cadres from provincial agencies and enterprises to the impoverished village, as the village’s "first secretary", responsible for party building and promoting poverty alleviation.2015 is the first year for the selected "first secretary" project in Shandong Province. Research and exploration of "the first secretary" on How to play a role in the country administration is very important to perfect the first secretary system and play a better role in the future.In this paper, the theory as the basis of rural governance, participatory research methods, from the perspective of positivism, insisted case analysis and the overall analysis, the first secretary of the system concept and the origin, development and change, practical difficulties and innovative ideas, etc. for a more comprehensive discussion. Main thesis is divided into five parts:The first part introduces the causes and significance of the study, reviewed the study of poverty issues in China and abroad, on the theory involved a brief explanation of the selected study sites are described. The second part describes the rise and development of the existing system, first secretary, described the package village system implementation process and related policy support in Shandong. The third part of the research the author Linyi Fei County XueZhuang Town of eight first secretary of the village, the analysis examined the operational status of the package village within the town area. Package village poverty actual author of the fourth part, based on direct materials and indirect experience related to disposal, the first secretary of the typical problems that exist in poverty alleviation and development work were summarized and summed up the experience package village system in evolution and lessons. Part Ⅴ for operation occurred during the first secretary of the institutional issues, targeted policy recommendations in order to contribute to the efficient operation and benign changes package village system, so as to realize the promotion of high-performance package village system, for building a new socialist countryside and work style of cadres to provide a practical way to good performance.
