Research On The Construction Of Rural Areas Under The Background Of Whole Village Relocation

Since the beginning of the fight against poverty,cadres at all levels and all Party members have involved in the fight,and all provinces and regions have adopted corresponding policies to fight against poverty.Shanxi Province,located in the Loess Plateau,started to relocate 3350 weak,scattered,small and poor villages in mountainous areas with inconvenient transportation and poor production and living conditions in 2017.Through relocation and merger,Shanxi Province is trying to solve deep poverty and achieve a well-off life in an all-round way.Xinzhou City,in accordance with the unified deployment of the provincial Party committee and the provincial government,has also taken active actions to promote the progress of the whole village relocation and village merging,and resolutely has won the tough battle of poverty alleviation.With the advancement of the work,the withdrawal and merger of rural areas has been widely promoted,and has become an important force in the contemporary rural social construction.The rural governance of merger and withdrawal is carried out around the two committees of central village as the core,with the participation of all the villagers and the village groups.Through the analysis of the main body of governance,the content of governance and the way of governance in the process of merger and withdrawal,the positive effects achieved are analyzed,and the new rural vitality is radiated.However,affected by the original village factors and other factors,there are some problems in the specific work,which hinder the development of village governance to a certain extent.Based on this reason,the author based on the field research,through visiting the villages in the process of the whole village relocation,interviewed cadres,Party members and villagers,used the methods of literature analysis and case study to comprehensively understand the existing problems of rural governance in the context of the whole village relocation,deeply analyzed the influencing reasons,and put forward the effective ways to solve the problems through the problem analysis,So as to provide experience and Enlightenment for the current improvement of such village governance.This paper consists of four partsThe first is the introduction.This paper expounds the significance of the research,and summarizes the research results of domestic and foreign scholars.At the same time,it expounds the research ideas,methods and contents.In the first part,the concept and theoretical basis of whole village relocation,village merging and rural governance are elaborated,and the relationship between whole village relocation and village merging is analyzed.The second part,based on the investigation of a village in a town of Xinzhou City and the analysis of the investigation materials,analyzes the establishment process,setting situation and governance status of a village,and summarizes the positive results of the current village governance.The third part,based on the analysis of the above research materials,summarizes the problems in the governance of village a,such as the limited role of governance subject,the difficulty of administrative unification,the backward level of public service,and analyzes the specific reasons for the difficulties in the integration of various subjects,the unsmooth organization,and the imperfect public service mechanism.The fourth part,combined with the analysis of the causes of the problems,puts forward the feasible path to solve the main problems in the withdrawal and merger rural governance from the perspective of diversified governance subjects,the establishment of scientific institutional system,and the improvement of the service security system.
