Study On The Optimization Of "Post-Poverty" Village Governance System

As the implementation of the targeted poverty alleviation policy entered a critical time and a new period of rural revitalization,new phenomena emerged in the governance of impoverished villages—a changing power operation mode and a transformed rural governance system.Under the influence of the "urban returning" elite represented by civilian forces,the village's long-term single governance model,mainly consisting of the two village committees,has gradually changed or disintegrated,forming a village poverty alleviation task force,the two village committees and the "urban returning" elite.The multi-power operation mechanism based on this kind of scene is rare in rural society.However,in the context of the implementation of the country's macro-policies on the countryside,mainly targeted poverty alleviation policies and the implementation of rural revitalization strategies,many similar examples have emerged across the country,and such villages have shown a positive development trend.Therefore,it is necessary to explore the operation of "post-poverty" village governance power in order to optimize the rural governance system according to the target case and the existing research.This article mainly adopts the research method of case investigation,supplemented by literature research method and interview method.The case study survey requires the author to enter the field of Changle Village,N County,South Anhui,a poverty-stricken village out of poverty,to observe the village's overall style and village customs,and to work with the village team 's poverty alleviation team leader,village committee cadres,and returning elite Personnel conduct one-on-one interviews.Through interviews and field visits,sort out the logic of the three parties in participating in some typical events and clarify the role of the three parties,such as the peaceful land transfer and the "two waters" governance in Changle Village for the construction of the national alligator nature reserve.The division of power,the role of informal power subjects in "projects entering villages",and so on,concluded that the power structure is changing in "post-poverty" village governance,both traditional power operation of the village committees and state power.Intervention and the supplement of folk power,different power subjects adopt different methods to carry out power operations to achieve the expected goals.Specific to the article,first,the introduction part expounds the research background and significance of this article,and discusses domestic and foreign research literature;second,through the description of Changle Village,the author of power and the source of power that the article needs to analyze are introduced;Second,based on the village poverty reduction task force and the “urban returning” elites,compared with the two committees of the village,they entered the village field and analyzed the logic of their participation in village governance;combined with the content of the survey,they described in depth the differences between various power subjects in typical village incidents.Interaction,the poverty alleviation team in the village occupies the leading position,the village committees still have local advantages,and the "urban return" elites become the village's interest agents;Finally,it summarizes and refines,analyzes the interaction,absorption and embedment among the three parties.Achieving true governance convergence.In a nutshell,based on the current social situation,the author uses social science research methods to cut into the power operation system of poor villages from the perspective of social sciences,and analyzes the logic of each subject's involvement in rural governance and its emergence.effect.The conclusion formed by the research is to provide theoretical reference and case reference for the research on the operation of "post-poor" village governance power,and finally provide a strong support for the modernization of the rural governance system.
