Rural community poverty governance is an important social governance process in China's new rural construction,and the governance of rural communities is also an important research topic in the process of poverty management in China.Nowadays,China's poverty governance model is still dominated by the government,but the main body of governance has changed from a single government to multiple subject governance.The core of its governance has also shifted from government control to multi-agent synergy.At present,the diversified subjects involved in the poor governance of rural communities include:government,enterprises,social organizations and socially capable people,but in the process of actual governance,the information between the various elements of the inter-subjects is not smooth,the team construction is not perfect,and the strength of the team is independent and coordinated.The lack of working mechanism,the lack of multi-subject poverty management awareness,and the differentiation of interests have hindered the development and efficiency of the multi-subjects of rural communities in coordinating poverty management,which has made it impossible for rural community residents to achieve real poverty alleviation.In recent years,all relevant departments in various regions have conscientiously implemented central decision-making arrangements,organized multi-subjects to implement poverty management in rural communities,and achieved certain results.Practice has proved that the poverty problem of rural communities requires the coordinated management of multiple subjects.At present,how to coordinate the relationship between multiple entities,define and fulfill the responsibilities and obligations of each subject,and integrate the resources of all parties to promote poverty alleviation is a difficult problem to be solved.Moreover,rural communities have emerged with new features,new difficulties and new governance requirements compared to traditional rural poverty management.This paper mainly studies the Y village community in C city as an example.Based on the theory of coordinated governance,multi-center theory,human development theory and field theory in the context of poverty alleviation,the author firstly analyzes the pluralistic subjects in the Y village community.The model of poverty governance and the role of various actors in the process of poverty governance;secondly,the analysis of the effectiveness and problems of multi-agents in the process of poverty governance.Its main results:the poverty-stricken population is declining year by year;social security is continuously enhanced;economic development capacity is enhanced;and policy welfare is continuously and effectively implemented.The main problems are:the information between the multi-subjects is not smooth;the government's leading coordination ability is insufficient;the endogenous power of the poor subjects is insufficient;the role of rural community cadres is biased;the lack of multi-agent structure and lack of awareness;the impact of specific culture.Finally,by analyzing the existing problems,causes and impacts,it puts forward suggestions and paths for poverty management in rural communities:to achieve poverty alleviation of rural communities and to improve the overall poverty alleviation effect,and help the poor to truly get rid of poverty.The main bodies of poverty management and their need to accelerate the construction of mobile information platforms to promote exchanges between the main bodies of poverty governance;the government should improve its leading coordination ability;encourage multi-subjects to actively participate in the poverty management of rural communities;Endogenous force and cultural environment;improve the democratic supervision relationship between the subjects of poverty governance.In order to improve the synergy of multi-subjects in poverty management in rural communities and the efficiency of poverty management.
