It has been thirty-six years since China’s reform and opening up started,and it has also been two decades since access to the Internet was realized. In this period, enormous changes have happened in lots of respects such as politics,economy, social affairs as well as culture. In the reform and opening up process, some loopholes appeared due to abolition and establishment of the system. Meanwhile, people’s ideas became more diversified. Corruption also became evident and increased intensively, social issues like widening gap in income distribution make people feel that they are relatively deprived. They are greatly disgusted with those who have been benefited from the process improperly, especially those who are corrupted. With the rapid development of Internet technology, the way in which people receive and communicate information has changed fundamentally. People who were once recipients become communicators. Once accessed to the internet, everyone become a reporter, and everyone has the right to speak. In a sense, the freedom of expression is guaranteed, and civil society has gradually formed. Thus people find a way to express their disgust with corruption. Events that a small mouse toppled great corrupted officials have been known, setting off another upsurges of network anti-corruption.In this paper, the writer focuses on the theory and social issue of network anti-corruption, using documentation, case studies, comparative analysis and other research methods. The writer uses political science, communication theory and other related disciplines, to analyze the background, development process of network anti-corruption, the positive role which network anti-corruption plays, as well as problems and reasons why there are such problems. On this basis, the optimal path is proposed for network anti-corruption. To make up for the shortcomings of traditional anti-corruption,network anti-corruption opened up new channels for anti-corruption with its mass media effect. It plays an positive role in the building of the system which prevents and punishes corruption At the same time, however, there are also rumors, violence and infringement on the internet. There is sometimes lack of subject, and also unattainable object, which means it can not play a role alone without the entire anti-corruption system. In order to make network anti-corruption play its role continuously in a healthy and orderly environment, we need to strengthen the relevant legislation, to inspire the public, to improve institutional mechanisms as well as to make government affairs open, integrating network anti-corruption into the entire system of prevention and punishing of corruption.In this paper, the writer aims to explore the nature behind the phenomenon, to define position, the meaning and value of network anti-corruption,as well as to find the tactics of using and responding to network anti-corruption. Meanwhile, the writer would like to guide the public to play a more rational and constructive role in the process of participating in the anti-corruption network. The writer tries to analyze the development process, direction from a macro-historical perspective, analyze network anti-corruption in both positive and negative respects,using theories of communication. The writer critically affirms the active role it plays, as well as finding that it did not break through classical communication studies. While people applaud for the public revelry due to technical development, they still need to be alert to its limitations, which is the innovation of this paper.
