A Study On Communication Mechanism And Countermeasures Of Network Anti-corruption Under Cybernetics

In May2009, the term of network anti-corruption was firstly included in Chinese Communist Party Dictionary, which was published by Party School of the CPC Central Committee, the definition was determined and confirmed as a new form of anti-corruption.Recently, many network anti-corruption cases broke out and were emerging in an endless stream. In this paper,"Liu Tienan corruption case" and "Lei Zhenfu corruption case" that happened at the end of2012were taken as the study cases, through observation of those two strong public interests and typical cases, try to find out the communication mechanism and countermeasures of network anti-corruption.In this paper, feedback in cybernetics as the core basis theory, using case study and literature analysis methods, the following four issues were studied.Firstly, the communication process of typical cases were studied. Through the analysis of the development process of the case, the communication process of information, and analysis of the comments from audiences, forwarding, agree and official response, then concluded the characteristics of communication phenomenon of the network anti-corruption.Secondly, the communication model of network anti-corruption is established. The communication model is based on analysis of the communication process of typical cases, relied on the core of feedback in cybernetics and communication model of information theory. Depending on the model, focused on the characteristics of communication model, the formation process of feedback mechanism, comparison with the traditional mechanism of network anti-corruption, agenda setting of communicators in network anti-corruption, appearance of opinion leaders in the communication, connection fit in two public opinion field between opinion leaders and the guards.and the way to choice by communicators.Thirdly, analysis the steps of entropy formation, reasons and the damages of communication intent. The formation of noises and cacophonies, how to formate into entropy, and the problems in communication process.Fourthly, countermeasures for citizens and official agencies were proposed around the every steps of entropy formation. From the perspectives of citizens, the strategies of the way to communication, time and effective contents choice were suggested; from the perspectives of official agencies, the way to feedback, time choice, information amount control and legislative regulation to control entropy were suggested.
