With the development of the social economy and the civil service’s implement and gradually improved,the civil is growing, civil servants are the specific implementation of the Party and the country’s policies and regulations, ability level of the civil service directly affects the effectiveness of the party and government policy. And China is a predominantly rural country, which determines the township civil service management plays an important role in the construction of the entire civil service. Township is in our power system, the most basic level of political power units, work attitudes and job performance directly affects the township civil servants to implement the objectives of the Government, and service-oriented government building, the masses of the government’s satisfaction. At present, our grassroots civil service awareness, and overall quality, competence and professionalism are all administrative and service-oriented government building requirements there is still a gap, the reason lies in the grass-roots civil service incentive mechanism is not perfect and imperfect. Our academic incentives for junior civil servants began in the mid-80 s of the 20 th century.Relevant theories and knowledge of administrative management, human resources management and other integrated use of this article, the use of literature study, questionnaire, interviews and other research methods, basic comprehensive sort of civil servants, incentives and motivation theory concepts in on civil township as the research object, first summarized the development process of the civil service incentives, incentives for the development of the civil service has provided valuable lessons, two are selected Quan Lin town servants as the research object, visited the discussion of the way, I learned the composition of the existing incentives and operating conditions of the township civil service, combined with the specific reality, designed the questionnaire, the effect of the civil service is now running group conducted a detailed analysis of incentives.Data analyzed with a questionnaire to find out the township civil service incentive mechanism common problem currently, including pay incentives, promotion incentives, inadequate assessment and incentives, reward and punishment mechanism, incentives and other aspects of training, combined with the theory of incentives dig out of the township civil service incentive mechanism running sluggish deep-seated reasons, including its poor social environment, inspire ideas obsolete, the Township Officials incentives run supervision system is not perfect, the next question and the reason for the above article and learn experience and practice at home and abroad, to develop specific measures to improve the township civil service incentives, mainly social and ecological environment optimization and upgrading, improve incentives to run the township civil service system of supervision and to establish a scientific and reasonable performance evaluation mechanism, effective mechanisms for promotion, the new pay and benefits system and the integration of a variety of incentives.I hope to have some sense of civil servants incentive mechanism township civil service management, and service-oriented government.
